This information is stated in the report of the Ho Chi Minh City Department of Construction sent to the Ho Chi Minh City People's Committee on the implementation of the An Phu intersection project - a key traffic project expected to relieve a major bottleneck at the eastern gateway of the city.
Construction started at the end of 2022, the An Phu intersection has a total investment of more than VND 3,400 billion.
The project has a scale of three floors, including: Two-way underpass connecting Ho Chi Minh City - Long Thanh - Dau Giay Expressway with Mai Chi Tho Avenue; branches turning right and left connecting the main traffic directions; the ground has a central round island with a symbolic tower.
Not only solving traffic congestion, the An Phu intersection project also plays a strategic role when directly connecting the Ho Chi Minh City - Long Thanh - Dau Giay expressway with Mai Chi Tho, Luong Dinh Cua, Dong Van Cong, Nguyen Thi Dinh axes, while ensuring synchronous exploitation when Long Thanh international airport is put into use.

According to a report by the Ho Chi Minh City Department of Construction, the total construction output of the entire project has only reached about 70%.
Of the 18 construction packages, 13 have been deployed on the handed-over site. Some items such as Ba Dat Bridge, Giong Ong To Bridge, and HC1-01 underpass have been completed.

However, many other important items are behind schedule significantly.
The HC1-02 underpass (connecting the expressway with Mai Chi Tho) has reached 70%, expected to be completed by April 30, 2026.
The N2 overpass (from the right of the expressway to Mai Chi Tho) will reach 45%, expected to be completed by December 31, 2025.
The N1.1 and N1.3 overpasses (left from Mai Chi Tho to the expressway) have only reached 17%.
The N3 and N4 overpasses (connecting Mai Chi Tho with Dong Van Cong) have reached about 18%, expected to be completed by June 30, 2026.

According to the latest plan of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor), overpasses N1, N1.1, N1.2 (from Luong Dinh Cua Street to the expressway) and the entire project will be completed by December 31, 2026.
According to the Department of Construction, compared to the initial approval decision (completion of the entire project in December 2025), the project is about 12 months late.

The Traffic Department believes that the main reason for the delay is complicated traffic organization, prolonged relocation of technical infrastructure and land clearance problems.
However, according to the Department of Construction, this is only a side factor because these difficulties were predicted from the feasibility report preparation stage.
Through on-site inspection, the Department determined that the main cause was the weak contractor's capacity, not ensuring human resources, equipment, and materials as committed; at the same time, the Traffic Department lacked determination in operation, delayed detection and handling of the situation of stagnation.
Typically, the HC1-01 underpass is 9 months behind schedule, while the HC1-02 underpass is up to 19 months behind schedule.

In the face of the above situation, the Department of Construction recommended that the Ho Chi Minh City People's Committee direct the Director of the Traffic Department to immediately implement strong solutions to save progress.
That is to urgently review and evaluate all contractors, resolutely handle the unit behind schedule and report to the Ho Chi Minh City People's Committee before August 25, 2025.
At the same time, contractors are required to focus resources, add construction teams, organize "3 shifts, 4 teams" to compensate for the slow volume; develop detailed progress for the remaining items, submit to the Ho Chi Minh City People's Committee before August 25, 2025 as a basis for project management.
The Director of the Traffic Department must take full responsibility if the project continues to be behind schedule.
