Ho Chi Minh City People's Committee has just issued a decision to establish and regulate the organization and operation of the Ho Chi Minh City Smart City Development Coordination Council to implement the Project to build Ho Chi Minh City into a smart city in the period 2026 - 2030, with a vision to 2035.
The Council consists of 23 members. Among them, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc holds the role of Chairman of the Council; Vice Chairman of Ho Chi Minh City People's Committee Nguyen Manh Cuong holds the position of Vice Chairman of the Council. Council members are leaders of departments, agencies, and branches of the city.
The Council has the task of presiding over and coordinating to direct the implementation of the Project to build Ho Chi Minh City into a smart city; advising the Ho Chi Minh City People's Committee in directing and operating inter-sectoral tasks related to smart city development, urban management and operation using digital technology.
In addition, the Council will research and propose mechanisms, policies and solutions to effectively implement smart city development programs; monitor, urge, inspect, and supervise the progress of task implementation, and promptly propose solutions to remove difficulties and obstacles arising during the implementation process.
One of the important tasks of the Council is to advise the Ho Chi Minh City People's Committee to assess and recognize the level of maturity of smart cities and certify smart city areas according to regulations. The Council will also regularly review and update smart city development projects and plans in accordance with new technology trends and practical requirements.
According to the project, Ho Chi Minh City aims to be in the top 50 smart cities in the world by 2030 and become one of the three national-level smart city operating centers by 2035.
The city identifies smart city development not only as applying technology but also as innovating management methods based on data and digital technology. Technologies such as AI, Large Language Modeling (LLM), forecasting analysis and Digital Twin will be applied to support operation, risk warning and optimizing urban operation.
Taking people and businesses as the center, Ho Chi Minh City aims to build a transparent, convenient, personalized digital service system and ensure fair access.
In the period 2026 - 2027, the city focuses on perfecting institutions, shared data platforms and piloting new technologies.
The 2028 - 2029 period will expand deployment, strengthen data interconnection and complete the Smart City Monitoring and Operation Center (IOC).
Ho Chi Minh City will build a unified urban data platform and deploy a digital twin model, integrating spatial data with a real-time IoT sensor system to serve management and operation.
