On May 8, the Ho Chi Minh City People's Committee issued a decision to establish an Investment Working Group for the Ho Chi Minh City education sector. Accordingly, Mr. Nguyen Van Duoc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee holds the role of Head of the Working Group.
The Deputy Heads include 3 Vice Chairmen of Ho Chi Minh City People's Committee: Mr. Nguyen Manh Cuong, Mr. Nguyen Cong Vinh and Mr. Bui Xuan Cuong. The working group also has 13 members who are leaders of relevant departments and agencies.
The working group has the task of monitoring the progress of school construction investment projects in the city; promptly removing difficulties and obstacles, helping the Ho Chi Minh City People's Committee handle important tasks according to assignment.
The group is also responsible for presiding over and coordinating with departments, branches, project management boards and People's Committees of wards, communes, and special zones to urge progress, ensure quality and requirements for building schools according to the direction of the City Party Committee and the City People's Committee.
In addition, the Task Force reviews and summarizes the situation, advising the Ho Chi Minh City People's Committee on solutions to remove difficulties related to land, planning, investment, construction, finance, disbursement and legal issues to accelerate project progress.
The Head of the Task Force is responsible for general operation, directly directing, monitoring and periodically reporting the results to the City Party Committee and Ho Chi Minh City People's Committee every month.
Deputy Team Leaders are assigned specific tasks. Mr. Nguyen Manh Cuong monitors, urges and reports periodically to the Chairman of the Ho Chi Minh City People's Committee.
Mr. Nguyen Cong Vinh is in charge of directing the Department of Finance to ensure balance and allocate sufficient budget capital for school and classroom projects.
Mr. Bui Xuan Cuong directed the handling of issues related to land, planning, and construction; coordinated with the Department of Agriculture and Environment, the Department of Planning and Architecture, the Department of Construction and related units to remove obstacles.
The Ho Chi Minh City Department of Education and Training is assigned to be the standing agency, responsible for advising, summarizing and coordinating the activities of the Working Group.
The members of the Working Group are responsible for performing tasks as assigned, monitoring the fields in charge, reporting periodically weekly and being responsible to the Head of the Working Group for the results of work.
Ho Chi Minh City currently has nearly 3,440 educational institutions from preschool to high school, including more than 2,110 public schools and 1,325 non-public schools, serving about 2.5 million students. However, some areas are still experiencing overload.
It is expected that in 2026, Ho Chi Minh City will deploy about 70 school construction projects (66 public and 4 non-public), with more than 1,250 new classrooms built and an increase of about 1,010 rooms.
Of which, 48 projects are expected to be completed before September 5, adding more than 900 new classrooms and nearly 700 additional rooms, with a total budget of about 3,696 billion VND.
The remaining 22 projects will be completed from September 5th to the end of December, adding 344 new classrooms and 311 additional rooms, with a total budget of about 2,568 billion VND.
