Report on the management and operation of the Dai Lai reservoir, represented by Phuc Yen Water Resources Joint Stock Company, stated that in recent times, the reservoir has continued to be managed and operated effectively, meeting the needs of disaster prevention, flood control, and socio-economic development in the area.
However, in order to be in line with reality and meet the management and development needs of the reservoir in the coming time, the company requested the province to consider and research investment in upgrading and renovating the overflow dam of the Dai Lai reservoir because the old dam, built in the 1960s, is only for simple vehicles and pedestrians.
Currently, many heavy vehicles frequently travel across the dam, posing a risk of safety accidents; in the short term, before the dam can be upgraded, all heavy vehicles are prohibited from crossing to ensure safety.
At the same time, investment in building a spillway when the reservoir's capacity exceeds 30 million cubic meters; building a collection road at the western foot of the dam to create a landscape and prevent encroachment, ensuring safety for the dam; renovating the dam's roof to attract tourism…
Inspecting the actual operation of the Dai Lai reservoir's overflow dam, Chairman of the People's Committee of Vinh Phuc Province requested the Department of Agriculture and Rural Development, Phuc Yen Water Resources Joint Stock Company, and Phuc Yen City People's Committee to be proactive and regularly update weather information, central and provincial directives, and organize close coordination in managing and operating the reservoir to ensure safety, in accordance with regulations.
Strengthening inspection and supervision, preventing any violations around the reservoir area; closely monitoring the implementation of projects at the reservoir, and resolutely stopping any projects that violate regulations.
Regarding the proposal to invest in upgrading and renovating the overflow dam of Dai Lai reservoir, Chairman Tran Duy Dong assigned the Department of Planning and Investment, the Department of Transport, and relevant units to research a plan to renovate the old dam to make a pedestrian path and build a new dam in line with the master plan, with a long-term vision to connect inter-regional areas and connect with the 5th beltway, and submit it to Vinh Phuc Province for consideration to include it in the medium-term public investment plan 2026-2030 as a basis for implementation.
In the short term, arrange for regular patrols and inspections, and resolutely prevent any vehicles exceeding the load limit from crossing the dam to ensure safety for the reservoir and people and vehicles passing through during the waiting period for the construction of a new dam.
