Since 1998, Quang Ninh has held a tourism festival every year in early summer, on the occasion of major holidays (April 30 and May 1).
In particular, since 2007, Ha Long Carnival has been officially included in the Ha Long Tourism Festival program.
Following the success, in the following years, each year with a theme, Carnival Ha Long conveyed its own message.
The 18th Ha Long Carnival, with the theme "Connecting heritage - Pioneering to shine", was held on the evening of May 1, at Sun Carnaval Square, Ha Long City, Quang Ninh.
Ha Long Carnival 2025 includes 4 parts: Art program; Ha Long Carnival dance with a parade of model cars combined with art performances and carnival costumes; DJ performance with a large-scale designed stage, gathering a large number of actors, artists and people, visitors to immerse themselves in a vibrant electronic music party; high-altitude artistic fireworks display.
In particular, the 2025 Ha Long Carnival art program includes 3 chapters: Ha Long heritage - Brilliant wonders; Quang Ninh - Heritage in the Heart of Heritage; Integrating the five continents - Pioneering brilliance, with the participation of nearly 1,000 actors, singers, musicians, artisans from the Northeast region; non-professional actors, domestic and international art troupes... Large stage on the coast, modern projection technology, combined with sound - light - 3D mapping effect and live performance creating an elaborate and impressive performance space.
Ha Long Carnival 2025 is the last Ha Long Carnival organized by Ha Long City People's Committee because from July 1, district-level administrative units will end their operations.
It is not yet clear whether Ha Long Carnival will continue to be held or not, or if it is still held, Quang Ninh province will assign which unit to organize it because it is too early.
Previously, Ha Long Carnival was initially organized by the People's Committee of Quang Ninh province but was later transferred to the People's Committee of Ha Long city.
One of the most difficult tasks of the unit organizing the Ha Long Carnival is to raise funds, because they cannot use budget sources.
Meanwhile, many people and representatives of some tourism companies believe that Ha Long Carnival should be maintained and continuously innovated because this is a famous tourism brand of Ha Long in particular and Quang Ninh in general.
According to the Project to arrange commune-level administrative units in Quang Ninh province, the current Hong Ha and Hong Hai wards of Ha Long city are merged together to form Ha Long ward, while Hung Thang ward is merged with Bai Chay ward to form Bai Chay ward.
Since the Ha Long Carnival, this event has been mostly held in Bai Chay, Ha Long City.
