The Center for Measurement of Radio, Television and Electronic Information (TIMC), a unit under the Department of Radio, Television and Electronic Information, signed a cooperation agreement with MCV unit on professional training in livestreaming, communication and KOL, KOC development.
The two units will coordinate to develop training programs, organize classes and seminars for livestreamers, KOLs, KOCs and content creators, focusing on skills, advertising law, taxes, copyright, intellectual property and professional standards.
The program has the participation of online sales faces such as Call Me Duy, Long Chun, Lucie Nguyen, Tuan Duong in the role of coaches; Miss Huong Giang, Pharmacist Tien as judges. In the end, Yen Dan won the championship. The appearance of a reality show dedicated to the "close-off" activity shows that livestream has formed a relatively clear professional ecosystem.
For artists and KOLs with great influence, an unverified statement is not only a personal matter but can also affect consumers' purchasing decisions, health and trust.
This reality requires livestreamers to know how to check product profiles, identify banned advertising content, publicly sponsor and be responsible for the information provided.
The Law amending and supplementing a number of articles of the Advertising Law, effective from January 1, 2026, has more clearly defined the responsibilities of "people who transmit advertising products". This concept includes people who directly advertise, recommend or certify products, goods, and services online.
The new regulation contributes to limiting the situation where influential people think they are just "sharing experiences" to evade responsibility.
Decree 87/2026/ND-CP also stipulates the maximum fine for a violation in the field of advertising is 100 million VND for individuals and 200 million VND for organizations. However, sanctions are only the last layer of protection. To reduce violations, content creators need to be equipped with knowledge before starting a broadcast session.
According to the agreement just signed, TIMC is responsible for providing information, documents and professional content suitable to the unit's functions. MCV participates in organizing programs, enrollment, community development and connecting learners with businesses, brands, and digital platforms.
A course cannot also become a "responsibility-free ticket" for KOL, KOC. Professional certification is only meaningful when the trained person truly knows how to refuse products without records, distinguish between advertising and independent evaluation, publicize sponsored content and be responsible for their statements.
Besides livestreamers, brands and platforms must also participate in control. Businesses cannot give pre-arranged scenarios that exaggerate uses and then push all responsibility to the speakers. Platforms need to clearly warn of violations, store data, receive feedback and promptly handle sales sessions with signs of false advertising or trading in goods of unknown origin.
Professionalizing livestreaming is not just about saying good things and selling a lot, but also about ensuring truthful information, transparency of benefits and protecting consumers.
