On August 31, the Party Committee of An Hoi Dong Ward said that it had previously organized a Conference of the Executive Committee of the Ward Party Committee (expanded) to comprehensively assess the organizational and operational situation after operating the 2-level local government model; and at the same time discuss and give opinions on the plan to arrange administrative units.
An Hoi Dong Ward was established on the basis of arranging Ward 15 and Ward 16, Go Vap district (old), officially operating from July 1, 2025.
Currently, the ward has a natural area of 3.29 km2 (reaching nearly 60% of the minimum standard of 5.5 km2), a population of 122,181 people (reaching about 582% of the minimum standard of 21,000 people).
In the area, there are 63 directly affiliated Party organizations with 1,462 party members, 2,551 operating businesses, 34 educational institutions and 38 religious and belief institutions. The ward has also reorganized 50 neighborhoods into 39 neighborhoods.
After a period of operating the 2-level local government model, the ward apparatus gradually stabilized, and agencies and units proactively adapted to new requirements and tasks. Coordination has been strengthened, and the operation of the political system has been maintained continuously and smoothly.
According to the assessment of An Hoi Dong ward, reducing intermediate levels and strengthening decentralization and delegation of power has helped the ward level be more proactive in performing tasks, and many tasks are resolved directly, close to the people and close to the area.
In the 2026 administrative unit classification results, An Hoi Dong ward achieved 85/100 points, meeting the conditions for class I.
Regarding socio-economics, by the end of July 2026, total state budget revenue in the area reached more than 399.2 billion VND, equal to 75.56% of the annual task and 17.23 percentage points higher than the average progress.
The ward is implementing 16 medium-term public investment projects in the period 2026 - 2030 with a total estimated capital of more than 516 billion VND, along with many traffic, drainage, school, health, headquarters and large projects of Ho Chi Minh City.
In administrative reform, the ward has received 44,357 administrative procedure dossiers, resolved 44,260 dossiers. Of which, 44,552 dossiers were resolved on time and ahead of schedule, reaching a rate of 99.98%.
At the conference, delegates focused on assessing the current situation of organization and operation of the ward after the operation of the 2-level local government model; and at the same time considered the standards, the necessity of arranging administrative units and socio-economic development orientations to 2030, with a vision to 2045.
After discussing and evaluating the actual factors of the locality, the conference voted 100% unanimously to propose not to merge An Hoi Dong ward in the current period.
According to the direction of the Ho Chi Minh City Party Committee on continuing to study the plan to arrange commune-level administrative units, Party committees of communes, wards, and special zones must send reports proposing plans to the Standing Committee of the City Party Committee through the Organization Committee of the City Party Committee before August 30, 2026.
The final plan will be considered and decided on policy by the Standing Committee of the Ho Chi Minh City Party Committee.
To ensure objectivity, the Ho Chi Minh City Development Research Board is developing a thematic report, analyzing the current situation and proposing plans, to be completed before August 30, 2026.
After that, the Organization Committee of the Ho Chi Minh City Party Committee will summarize and report to the Standing Committee of the City Party Committee, completing before September 5, 2026.
