Digital transformation – a strategic lever of Vietnam Social Security

Over the past time, Vietnam Social Security (BHXH) has drastically and synchronously implemented many solutions in administrative reform and digital transformation.

In the context of a large workload, complex nature, directly related to hundreds of millions of people and workers, Vietnam Social Security identifies digital transformation as a key, strategic task, prepared early and remotely.

The goal is not only to improve management efficiency but also to meet the requirements of streamlining the apparatus, while serving participants and policy beneficiaries better and better as social insurance, health insurance, and unemployment insurance benefits are constantly expanding.

From that orientation, the industry has achieved many important breakthroughs, helping people and businesses access policies conveniently, transparently, saving time and costs.

Breakthrough in online public services, administrative procedure reform

Vietnam Social Security has provided 100% of online public services on the National Public Service Portal, and at the same time completed connection and integration with the National Data Center. Professional processes are restructured towards electronicization, replacing paper records with digital data.

Many documents such as social insurance books, birth certificates, death certificates... are no longer required to be returned when the social insurance agency has extracted them from national databases.

In 2025 alone, the entire system received 149.9 million dossiers, of which 91% were electronic dossiers. This result helps significantly reduce costs and procedure implementation time, while improving transparency and the level of satisfaction of people and businesses.

Breakthrough in the deployment of interconnected public services

Vietnam Social Security coordinates with ministries and sectors to effectively implement inter-connected public services according to Project 06, associated with the essential needs of people according to their life cycle.

Typical service groups include: birth registration - permanent residence - issuance of health insurance cards for children under 6 years old; death registration - permanent residence revocation - settlement of death benefits; inter-connected settlement of sickness and maternity benefits.

To date, more than 4.2 million inter-agency dossiers have been processed, of which health insurance card issuance for children alone accounts for 2.6 million dossiers, and more than 1.53 million public service dossiers related to sickness, maternity, and health recovery regimes...

This helps fundamentally transform the service method: from "people going to many places" to "state agencies proactively connecting data".

Breakthrough in health insurance medical examination and treatment using digital technology

Currently, 100% of medical facilities nationwide have used chip-based citizen ID cards in health insurance medical examination and treatment, with nearly 400 million successful searches.

The system has received more than 647 million medical examination and treatment data, of which more than 254 million times have searched electronic health records, referral letters, and re-examination appointment letters.

This result contributes to reducing paperwork, improving the quality of medical examination and treatment, and creating a foundation for continuous and comprehensive healthcare.

Breakthrough in non-cash payments

The rate of people receiving pensions and social insurance allowances through personal accounts has reached over 88%. This is an important step forward in promoting non-cash payments.

Electronic payment brings clear benefits: beneficiaries receive money quickly and safely; social insurance agencies reduce costs, increase management efficiency; society is promoted financial transparency and digital economy development.

At the same time, Vietnam Social Security is strengthening connections with banks and national databases to verify and control beneficiary information, limiting policy profiteering.

Breakthrough in building data and digital service ecosystems

Vietnam Social Security has formed a centralized database system, managing information of more than 100 million people. The rate of data cleaning and cross-checking with the National Population Database reached 99.65%.

The sector is also ready to connect the National Insurance Database and 5 specialized databases, and at the same time promote inter-connection with the fields of health, justice, and police.

On that platform, the digital service ecosystem is gradually being formed with applications such as VssID, VNeID, online public services, electronic payments, data lookup and authentication.

Breakthrough in digital infrastructure development

Vietnam Social Security is one of the pioneering units in moving the information technology system to the National Data Center.

This helps improve data processing and storage capacity, ensure information safety and security, and meet the requirements of operating a large-scale system serving hundreds of millions of people and businesses.

This is considered a strategic step, contributing to building a unified and modern national digital infrastructure.

Breakthrough in professional software systems

The software system of Vietnam Social Security has been standardized, integrated and operated synchronously from the Central to local levels, covering all professional fields.

The processing process is comprehensively digitized, shifting from manual to electronic, increasing automation and control capabilities. The system is also connected to national databases and information systems of ministries and sectors.

Thanks to that, the processing of dossiers is faster, more accurate, and more transparent, while limiting fraud and policy profiteering.

Breakthroughs in administrative reform and digital transformation have brought practical benefits to people and businesses, while improving the efficiency of state management in the field of social security.

Taking the people as the center, taking data as the foundation and technology as the driving force is helping Vietnam Social Security gradually build a modern, professional, transparent and sustainable administration.
