The Prime Minister requested not to let prolonged congestion arise when there are traffic incidents on the main routes in and out of Hanoi Capital and Ho Chi Minh City.

Standing Deputy Prime Minister Pham Gia Tuc signed and issued Official Dispatch No. 30/CD-TTg of the Prime Minister on strengthening transportation work and ensuring traffic order and safety during the Hung Kings Commemoration Festival and the occasion of January 30 - May 1.

In the telegram, the Prime Minister requested ministries, agencies, and units to strengthen transportation vehicles to serve the travel needs of the people, especially passenger transport to connect and support passengers to travel conveniently and safely at railway stations, airports, bus stations, and train stations according to their assigned functions and tasks.

Do not let passengers have no means of transportation due to transport enterprises cutting trips when fuel prices increase; overcome the phenomenon of price squeezing, taking advantage of price increases not in accordance with regulations.

The Ministry of Public Security directs the Police of units and localities to strengthen forces and vehicles to patrol, control, and strictly handle violations of the law on traffic order and safety, focusing on drastically handling violations that are the main causes of traffic accidents; promptly detect and prevent illegal racing and gatherings causing public disorder.

The Ministry of Construction directs its affiliated agencies, Departments of Construction of provinces and cities to coordinate with functional forces of the Police sector and local authorities:

Organize strict management of flexible adaptive transport activities, effectively control transport costs, in accordance with fuel price fluctuations, develop plans to increase vehicles to meet people's travel needs, ensure traffic order and safety in transport activities, especially before, during and after the holidays.

Proactively research solutions to remove difficulties for transport business units in the context of high fuel costs.

Strengthen inspection and strictly handle violations of transport business activities, especially contract cars, fixed-route passenger cars, waterway transport routes from shore to islands, tourism activities on inland waterways, passenger transport across rivers, along inland waterways and at railway stations, airports, bus stations, and wharves.

Strengthen the inspection and control of freight rates, strictly implement the declaration of freight rates, list freight rates, train and bus ticket prices and sell at the correct ticket prices as prescribed, and strictly handle cases of taking advantage of fuel price increases to increase unreasonable ticket prices and profiteering.

Proactively coordinate with relevant agencies and units in medical quarantine, prevention and combat of smuggling and trade fraud, especially smuggling of gasoline and oil across borders.

Strengthen propaganda and direct transport business units, bus stations, ports, and inland waterway ports: develop plans to increase vehicles, arrange sufficient vehicles and vehicle operators, overcome difficulties when fuel prices increase, and strengthen the application of information technology to optimize transport organization and save costs to best serve people traveling during holidays.

Have plans to organize, regulate, and divert traffic, promptly clear and prevent prolonged congestion when there are traffic incidents on the main routes in and out of Hanoi and Ho Chi Minh City, routes connecting to railway stations, airports, bus stations, train stations and areas organizing holiday celebrations, and festival areas.
