On January 12, according to Lao Dong's source, Lang Son Provincial People's Committee has just issued a Decision on transferring public assets such as houses and land to localities for management and handling.
According to the Decision, 448 houses and land facilities of agencies, organizations, and units that no longer need to be used are transferred to the People's Committees of communes and wards and the Provincial Land Development Center to receive, manage and handle according to legal regulations.
List of house and land facilities distributed in Dong Kinh, Tam Thanh, Ky Lua, Luong Van Tri wards; Dong Dang, Cao Loc, Ba Son, Cong Son, Na Sam, Hoang Van Thu, Thuy Hung, Van Lang, Hoi Hoan communes...
Notably, most of the assets identified as "unused" include many old People's Committee headquarters, professional stations, kindergartens, primary schools, and secondary schools that have stopped operating or deteriorated.
Some facilities that used to be schools are now being temporarily used as village cultural houses, but have not been officially handled for public assets.
Lang Son Provincial People's Committee requests that within 30 days from the date of issuance of the Decision, agencies, organizations, and units with houses and land transferred must coordinate to hand over on the ground, make a handover record in accordance with the prescribed form; and at the same time carry out accounting for asset reduction and asset value according to accounting books.
The handover and receipt must clearly determine the original value and remaining value of the asset. In case the legal documents are incomplete or no longer fully stored information, the receiving unit must re-evaluate the asset value according to the regulations of the Ministry of Finance, ensuring it serves as a basis for further management and handling.
After receiving, the People's Committees of communes and wards and the Provincial Land Development Center are responsible for managing and monitoring asset depreciation; reviewing all legal documents of each establishment; and at the same time advising on appropriate handling plans, such as continuing to use for public purposes, arranging them as working headquarters, converting functions or handling them according to regulations on rearranging houses and land under state ownership.
Lang Son Provincial People's Committee assigns the Department of Finance to be responsible for monitoring, guiding, and inspecting the implementation; People's Committees of communes and wards are fully responsible before the law and before the Chairman of the Provincial People's Committee for the legality, completeness, and accuracy of dossiers and plans for handling public assets in the area.
The transfer of 448 houses and land is expected to overcome the situation of abandonment and degradation of public assets, and at the same time create conditions for localities to proactively arrange, exploit, and use land funds effectively, serving the needs of socio-economic development, new rural construction and urban embellishment in the coming period.
