On August 13, information from Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has just issued a decision to transfer public assets, which are houses and land in Ham Rong Conference Center of Ham Rong Ward People's Committee, to the Thanh Hoa Provincial Land Fund Development Center for management, handling, and exploitation.
The reason for the transfer is that the unit assigned to manage and use no longer needs to use assets.
According to the decision, the Department of Finance, the unit with transferred assets and the unit receiving assets are fully responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee and inspection, examination, and audit agencies for the accuracy of information and asset data.

The receiving unit is responsible for opening a separate monitoring book, calculating the wear and tear of assets from the time of receiving the transfer to when the handling is completed; paying expenses related to the handover and receipt of assets (if any). At the same time, the receiving unit must urgently develop a plan for managing and exploiting assets in accordance with the law, ensuring thrift, efficiency, and avoiding waste.
Regarding this conference center, previously on July 3, after receiving a submission from Thanh Hoa Education and Training Development Investment Joint Stock Company requesting to lease the house and land of Ham Rong Conference Center to invest in the Ham Rong Nursing Home project, Thanh Hoa Provincial People's Committee assigned functional sectors and localities to base on legal regulations and the actual situation to guide and respond to businesses or advise and propose handling plans.
As Lao Dong Newspaper has reported, Ham Rong Conference Center was put into use from November 2014. After many adjustments, the project has a total investment of more than 160 billion VND, using preferential foreign loans and about 10% of domestic counterpart capital.
In 2015, the center was requisitioned as a temporary workplace for the old Thanh Hoa City Party Committee and People's Committee. In 2019, after the new headquarters of the two units were completed, the units moved away and Ham Rong Conference Center stopped operating.
In 2020, the project continued to be requisitioned as a centralized quarantine area to serve COVID-19 prevention and control. After a short period of use, this place was again abandoned.
From 2020 to now, in order to avoid wasting land and public assets, Thanh Hoa province has repeatedly proposed a plan to "revive" Ham Rong Conference Center, but all plans have not been realized.
Most recently, in January 2026, Ham Rong Ward People's Committee issued a document proposing Thanh Hoa Provincial People's Committee to call for investment in the direction of converting the project's function into a semi-boarding nursing center for the elderly.
