On August 28, the An Giang Provincial People's Council of the XI term, term 2026-2031, held the 5th Session (Specialized Session) to consider and decide on urgent and important contents under its authority.
The session approved the draft Resolution deciding on the policy of converting forest use purposes to other purposes to implement the Urban Metro Line Project, section 1 (Depot item).
According to the appraisal of the Economic - Budget Committee of the An Giang Provincial People's Council, the Urban Subway Project section 1 has been decided by the Provincial People's Council on investment policy according to the public-private partnership method in Resolution No. 40 dated October 24, 2025 and adjusted in Resolution No. 35 dated July 28, 2026.
In the process of appraising and adjusting the investment policy submitted to the Provincial People's Council for approval in Resolution No. 35, the dossiers and procedures for changing forest use purposes have not been ensured according to the provisions of the Forestry Law and guiding Decrees, so it has not been ensured to both Decide on investment policy for the project and decide on policy for changing forest use purposes.
Therefore, the Provincial People's Committee submits to the Provincial People's Council a draft Resolution deciding on the policy of converting forest use purposes to other purposes to implement the Urban Subway Project Section 1 (Depot item) is in accordance with its authority and in accordance with the provisions of law.
According to the Economic - Budget Committee of the An Giang Provincial People's Council, the Investor has a written commitment dated August 1, 2026 on the implementation of the obligation to plant replacement forests for the area proposed for conversion of forest use purposes to other purposes.
The Urban Subway Project Section 1 (Depot item) is a transport project, with the goal of connecting public transport, serving people and tourists, so it belongs to the group of urgent projects for socio-economic development.
According to the submitted dossier, the Project has been updated into the An Giang Provincial Plan for the period 2021 - 2030, vision to 2050 approved by the Chairman of the An Giang Provincial People's Committee in Decision No. 676/QD-UBND dated February 24, 2026, so it meets the conditions on planning conformity.
The total area proposed for approval of the policy of converting forest use purposes to other purposes is 7.8307 ha, belonging to protection forests. The forest area is located in lot 1, plot 1, sub-zone 80, Duong To neighborhood, Phu Quoc special zone, An Giang province.
The urban subway project section 1 is a component of the Phu Quoc urban railway line, when the project is formed, it will provide a high-quality public transport type, large transport capacity, stable, reliable, safe, environmentally friendly, meeting the travel needs of people to areas along the line and located in the project's affected area.
