In which, through the resolution Deciding on the policy of changing the purpose of using forests for other purposes to implement the Hon Thom - Phu Quoc Cable Car and Sea Entertainment Complex Project (An Thoi - Hon Thom Cable Car Line No. 2).
The area approved for policy of converting forest use purposes to other purposes is 8.1116 ha; protection forest type. Forest location in plots in Quarter 2 An Thoi; Hon Roi Quarter; Hon Thom Quarter, Phu Quoc Special Zone, An Giang province. Project investor Phu Quoc Sun Co., Ltd.
According to An Giang Provincial People's Committee, the investment in the project to build cable car line No. 2 across the sea connecting An Thoi urban area with Hon Thom island is extremely necessary to meet the strong development needs of the Southern Phu Quoc island area, complete transport and tourism infrastructure according to the plan. The project will improve passenger transport capacity, strengthen connectivity between functional areas, reduce pressure on existing transport modes, and create conditions to effectively serve activities before, during and after the APEC 2027 Summit. At the same time, this is an important project in promoting tourism development, attracting investment, creating motivation for socio-economic development and improving Phu Quoc's competitiveness in the coming period.
In addition, it also meets the criteria for determining that the project is allowed to change the purpose of using natural forests for other purposes. The explanatory report on the current status of forests in the area proposing to change the purpose of using forests for other purposes prepared by the project investor fully shows information about the location and area of forests by type of forest, origin of formation and is shown on the current status map of forests at a scale of 1/5. 000 according to regulations; An Giang Provincial Forest Protection Department also approved the results of inspecting the investigation dossier on the current status of forests and the current status map of forests in the area where the An Thoi - Hon Thom cable car line No. 2 project is being implemented, belonging to the Hon Thom - Phu Quoc cable car and sea entertainment complex. The investor also has a written commitment to pay for replacement forest planting money.
According to the appraisal results of the Economic - Budget Committee, Provincial People's Council: This project aims to build a resort tourism area with construction works such as resort villas and commercial works, so it meets the criteria for determining the project to be converted from natural forest use to other purposes as prescribed in Decree No. 156/2018/ND-CP amended and supplemented in Article 18 of Decree No. 42/2026/ND-CP. In addition, adjusting the An Giang Provincial Plan for the period 2021 - 2030, vision to 2050 approved by the Chairman of An Giang Provincial People's Committee in Decision No. 676/QD-UBND dated February 24, 2026, the Project has been updated to the Provincial Plan, so it meets the conditions on planning conformity.
