Journalism at the busiest National Assembly session of the term

Each National Assembly session is a different journey, but for me, the 9th Session of the 15th National Assembly is not only the largest in terms of the volume of legislative work, but also the most arduous challenge for parliamentary reporters. The special thing is that many laws and resolutions go hand in hand with the requirement to innovate the 2-level local government management apparatus, directly affecting millions of people.

An unprecedented "big construction site" for legislations

At 7am every day, I am present in the National Assembly " basement" as a habit formed through many sessions. Tunnel is the name that many colleagues in our group of parliamentary reporters gave to the Press Center and the National Assembly House. This is where reporters from press agencies have been "on the bus" for more than a month to report on regular or unusual meetings.

The 9th session will take place from May 5, 2025 - half a month earlier than usual, to review many important contents, including amending the Constitution and many laws related to the arrangement of the apparatus. This is a historic session with many important decisions related to the revolution of streamlining the apparatus and administrative units at all levels.

This year, the 15th National Assembly is nearing the end of its term. But without any session, the workload of National Assembly deputies and the team of reporters is so large: The National Assembly passed 34 laws, accounting for more than 50% of the laws issued at 17 sessions of the XV term, along with 14 legal resolutions, giving opinions on 6 other draft laws.

Not only in quantity, the laws and resolutions passed are groundbreaking, synchronous and have a very high consensus ratio, demonstrating unity in legislative thinking towards institutional innovation and promoting development.

someone asked me: "Is there anything interesting about reporting to the school? With the entire law and resolutions, what should be written about it? But only those who sit at the Press Center, listening to every question and answer, every frank debate between delegates and members of the Government, can see how much passion and concern behind each word. And for me, the task of a National Assembly reporter is to make those seemingly dry things approachable, easy to understand, honest, but still close to the nature of the content.

On days when the National Assembly is most intense, I often come earlier and leave later than my colleagues. Not only Dien Hong Hall, the National Assembly corridor is where reporters "hunt" for news and find answers from those who play a key role. There, if not patient, the reporter may miss an important speech.

Therefore, in my free time, I like to wander around the corridor - where I can meet and discuss with delegates about issues that are of public concern and assigned by the court. That is where I can see stories that I have not had time to go to the podium to speak. A private opinion, a behind-the-scenes cut, is sometimes a very short sharing of the delegate about the issue of people's livelihood becoming indispensable material for the articles.

A session with many milestones and emotions

This session has an important milestone: The National Assembly has passed a Resolution amending and supplementing a number of articles of the Constitution, with an absolute consensus ratio. I still remember the moment the electronic board had the words: 100% of the delegates in favor - the whole hall applauded for a long time.

Many friends see me running around, waking up late and waking up early, often jokingly asking: " since the news of the draft is so miserable, why not move to another field?". But then they were the first to text and ask: "What new law will the National Assembly pass today?", "How to arrange the two-level government?", "Will pensions and wages change anything?". I know that the news I bring is valuable and that is also the silent joy of the press.

After more than 5 years of following the school, reporting on 10 official sessions and many extraordinary sessions, I still keep in the habit of reminding myself every time I enter the hall: "I am looking for the truth, reflecting the truth, not adding or adding". Being a reporter requires patience, carefulness, and a spirit of constant learning. Because if I am a little negligent, I can misunderstand the nature and report shortcomings. And I'm not going to let that happen.

Working in the National Assembly, I still have the same excitement as the first day of writing, still the responsibility of a journalist: Bringing the parliament closer to the people, with an honest and fair-minded pen.
