On April 27, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to continue giving opinions on 4 important contents to serve the 9th Session of the 15th National Assembly, which is preparing to open in early May 2025.
Accordingly, the delegates focused on discussing the following contents:
- The Law on Law amending and supplementing a number of articles of 7 laws (Bidding Law, Law on Investment in the form of public -private partnership, Customs Law, Export Tax Law, Import Tax, Law on Investment, Public Investment Law, Law on Management and Use of Public Assets);
- Receiving, revising and completing the draft Law on Management and Investment of State Capital in Enterprises.
- The meeting also gave opinions on the construction of an international financial center in Vietnam;
- Some contents related to the Vietnam National Group of Industry and Energy (Petrovietnam).
Previously, to prepare the contents to submit to competent authorities, the Government Standing Committee and the Government have also discussed and commented on the draft Law amending and supplementing a number of articles of 7 laws; draft Law on Management and Investment of State Capital in Enterprises; the construction of an International Financial Center in Vietnam.
At the meeting, the Prime Minister gave opinions on a number of specific contents for the agencies in charge of receiving and continuing to complete the drafts and submissions.
The Prime Minister emphasized the need to innovate thinking, approaches, and methodology to solve problems in institution building and improvement, responding to policies quickly, promptly, appropriately, flexibly, effectively, removing difficulties and obstacles, and meeting development requirements.
The head of the Government emphasizes the compliance with and strictly abide by the Party's leadership principles, thoroughly grasping and timely institutionalization, fully concretizing the Party's guidelines and policies; Review and cut cumbersome procedures at the same time and compliance costs for people and businesses.
With the draft Law amending and supplementing a number of articles of the 7 laws, the Prime Minister stated that decentralization and delegation of power should be promoted along with resource allocation, improving implementation capacity and designing tools to strengthen inspection, supervision and control of power.
Ensure flexibility in management, promote creativity and proactiveness of all levels, sectors, localities, and agencies according to the motto "locality decides, locality does, locality is responsible".
The spirit is to manage according to goals and general requirements for projects to be on schedule, ensure quality and not increase capital due to subjective factors, while preventing corruption, negativity and waste.
With the draft Law on Management and Investment of State Capital in Enterprises, the Prime Minister emphasized the need to strengthen autonomy for enterprises.
Regarding the construction of an international financial center in Vietnam, the Prime Minister said that it is necessary to design superior, more open and competitive mechanisms and policies than existing centers, and at the same time have tools to control when necessary, ensuring "harmonious benefits, shared risks".
