On April 18, Politburo member and Prime Minister Pham Minh Chinh chaired the 2nd Government Session on legal topics in April 2025, discussing many important contents to prepare for submission to the National Assembly.
According to the program, the meeting discussed and gave opinions on 5 draft laws, including:
1. The Law amends and supplements a number of articles of the Law on Planning.
2. State Budget Law (amended).
3. The Law amending and supplementing a number of articles of the Bidding Law, the Law on Investment in the form of public -private partnership, Customs Law, Export Tax Law, Import Tax, Law on Investment, Public Investment Law, Law on Management and Use of Public Assets.
4. The Law amends and supplements a number of articles of the Law on Enterprises.
5. The Law amends and supplements a number of articles of the Law on Credit Institutions.
These draft laws are of great significance in completing planning in accordance with the organizational model after the arrangement and merger of administrative units, expanding new development space for each locality and region; strengthening decentralization and delegation of authority on financial management to localities.
"2 laws amending 7 laws" to create an open and favorable investment environment; promote business development, improve a favorable, safe and transparent investment and business environment; perfect the legal framework to handle bad debts of credit institutions effectively, safely and in accordance with reality.

In his opening speech, Prime Minister Pham Minh Chinh said that at the 9th Session, the Government plans to submit to the 15th National Assembly 63 documents and reports, including 37 laws and regulatory resolutions. This is a large number of important documents with far-reaching impacts.
There is not much time left from now until the opening of the 9th Session of the 15th National Assembly (expected on May 5, 2025), but the amount of work to prepare is very large, the tasks are very heavy, wide-ranged, the requirements are very high, and the nature is very complicated.
Since the beginning of the year, the Government has held 4 thematic sessions on law-making, giving opinions and approving 24 important draft laws and resolutions. Last week, the Government held a thematic meeting on laws, reviewed and gave opinions on 6 draft laws and resolutions.
The Prime Minister emphasized that this session reviewed, commented on, and approved 5 important draft laws to create a breakthrough in perfecting the socialist-oriented market economy institution, removing bottlenecks, unblocking all resources, freeing up productive forces, and creating new momentum for development.
With the spirit of "more speed and urgency", the Prime Minister stated that these are urgent and important tasks in the context of a very rapid change, requiring a quick, timely, appropriate, flexible, effective policy response, innovation in thinking, approaches, and methodology to solve the problem.
The Prime Minister emphasized the need to remove institutional obstacles, create an open and favorable investment environment, cut cumbersome procedures, reduce time and compliance costs for people and businesses.
What businesses and people do better is to design regulations for people and businesses to do; promote digitalization and ensure network safety and security to reduce direct contact, increase publicity, transparency, prevent and combat corruption, negativity and waste.
