Special policies help speed up key projects
At the end of 2024, the Coastal Road Project from Van Luong Commune, Van Ninh District to Ninh Hoa Town, Khanh Hoa Province was started by the Van Phong Economic Zone Management Board. This is a route of more than 20km long, with a total investment of more than 2,000 billion VND, implemented from 2024 to 2027. The completed project will expand the traffic route connecting the economic centers of the province, contributing to the formation of the coastal traffic network of the South Central region.
The above coastal route is also a project that the locality applies Resolution 55/2022 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province. Accordingly, the compensation, support, resettlement and site clearance project is separated from the investment project. This site clearance is divided into 3 components with the Van Phong Economic Zone Management Board, the People's Committees of Van Ninh district and Ninh Hoa town as investors.
Deputy Head of Van Phong Economic Zone Management Board Le Hong Phuong assessed that separating compensation projects from the above investment projects is a new mechanism that the National Assembly has specifically reserved for Khanh Hoa province to help speed up investment projects.
According to Mr. Phuong, when the People's Committees of districts and towns are the investors, they will be proactive in implementing the work, determining more suitable resettlement locations and shortening the time by half thanks to this special mechanism.Not only implementing the above coastal route, but a number of expressway projects are also being implemented in the direction of applying special mechanisms.
Regarding the implementation of the Nha Trang - Da Lat expressway project under the public-private partnership (PPP) method, Khanh Hoa province has proposed that the Central Government allow the application of special mechanisms in investing in the Nha Trang - Da Lat expressway under the PPP method.Accordingly, the proportion of State budget support shall not exceed 70% of the total investment.
Special and superior mechanisms and policies help attract "eagles"
At the end of 2024, the National Assembly Chairman concluded and requested Khanh Hoa province to coordinate with Lam Dong province to conduct a thorough study. At the same time, it is necessary to clearly present specific factors, ensure the appropriate proportion of State capital participation and comply with regulations on capital management; coordinate with the Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Finance, etc. to review and propose optimal investment plans, specific mechanisms and policies, report to the Government and the Prime Minister to submit to the National Assembly for consideration and decision.
The leaders of Khanh Hoa province have identified 2025 as the opening year of the “Decade of Improvement and Development”. If special mechanisms and policies are effectively utilized, Khanh Hoa will change the face of its transport infrastructure, from highways, railways to airports.
Mr. Nghiem Xuan Thanh - Secretary of Khanh Hoa Provincial Party Committee assessed that the Central Government's preferential mechanisms and policies for Khanh Hoa have helped "eagles" invest capital in Khanh Hoa.
On the local side, Khanh Hoa provincial government has also proactively developed a set of criteria for selecting strategic investors. In addition to the specific mechanisms and policies issued by the central government, Khanh Hoa has gradually synchronized its planning and transport infrastructure, such as the North-South and East-West expressways being covered; promoting the construction of Van Phong airport; and the future high-speed railway line is being completed before official construction.
