Office in the golden land abandoned for 17 years
The old headquarters of the Department of Culture - Sports of Quang Nam province is located on a prime land right in the center of Tam Ky city, but has been abandoned for the past 17 years, unable to be transferred to another unit for use or liquidated public assets.
Previously, implementing Decree No. 13/2008/ND-CP of the Government, the People's Committee of Quang Nam province merged the Department of Tourism, the Department of Physical Education and Sports with the Department of Culture - Information and the Department of Family of the Committee for Population, Family and Children into the Department of Culture, Sports and Tourism.
After the merger, the headquarters of the provincial Department of Culture, Sports and Tourism was rebuilt on Tran Phu Street, while the old headquarters at 18 Tran Quy Cap has been closed and abandoned since then.
Responding to Lao Dong Newspaper, Chairman of Quang Nam Provincial People's Committee Le Van Dung said that he was very concerned that the old headquarters of the Department of Culture - Sports was located right in the center of Tam Ky City, which has been touching it for many years since the merger because it could not be handled.
Not only at the provincial level but also at the district level, such as the Tam Ky Treasury when merged with the provincial treasury, the Tam Ky treasury headquarters is also left unused. In the near future, the province must recalculate to avoid wasting these prime land locations.
According to the report of the Department of Finance of Quang Nam province, in this locality, there are 388 houses and land that are not in use, used inefficiently, and used for the wrong purpose; mainly houses and land that are not in use with 378 facilities.
Of these, 247 provincial facilities have decided to handle and complete the handling of 66 facilities, 181 facilities have not been completely handled; there are still 141 facilities that have not yet had a decision to handle. There are 13 other public assets (not houses or land) that are not used or used ineffectively, Quang Nam province has not yet decided to handle these assets.

If it cannot be used, it must be liquidated early
From the beginning of 2025 to now, implementing the general policy, Quang Nam has merged 2 districts and 16 communes (reducing 1 district, 8 communes) and continued to streamline and reorganize a series of departments and branches. In addition to the positive impact, the number of offices that continue to be redundant after the reorganization is very large.
Chairman of Que Son District People's Committee Nguyen Van Hoa said that for the headquarters of Nong Son District (old, surplus after merging with Que Son District), if it is to exploit, it must be included in the land use planning, adjust the general planning of Trung Phuoc Town, register a list, adjust the land user unit, if it is to be sold or auctioned, it must wait for the province to approve...
The options considered such as handing over offices to the commune level or the education sector are not feasible, because the district-level offices are very grand and large-scale, so if left for the communes to use, they will not be able to fully develop their functions. Not to mention, all communes have completed headquarters and cultural institutions. The solution for units and businesses to rent out is also not feasible due to the regulation that public headquarters cannot be rented to the private sector.
The Chairman of the People's Committee of Quang Nam province said that when many provincial and district departments, branches and sectors are merged, it is certain that in the early years, many agencies must work in 2 places but cannot work in one place. Because working in one place is not enough, but building a new one is still a waste. Therefore, many units continue to use the current headquarters until the life cycle is depreciated, but cannot rebuild it immediately. That is also a solution to fight waste.
"Where it can be used as a headquarters for an appropriate agency, such as the commune police when having additional human resources, will be prioritized for arrangement to avoid waste. However, this is only a temporary solution. For headquarters that cannot be used, it is necessary to liquidate early to promote land resources" - Mr. Le Van Dung shared.
The leaders of Quang Nam province have assigned the Department of Finance to have a project to rearrange offices and surplus land, on the principle of trying to be flexible with many solutions, to limit waste, especially in the context of merging and arranging.
"If we cannot solve the problem of abandonment and waste of offices, we will try not to waste land resources. Because if left like that, it will waste both facilities and land resources, so it is definitely not possible - Chairman of Quang Nam Provincial People's Committee emphasized.
