According to a report from Ha Long City Police, since the beginning of the year, there have been 130 traffic accidents (1 on a waterway) in Ha Long City, killing 52 and injuring 109 people.
Of these, there were 23 self-inflicted traffic accidents that killed 13 people and injured 11. Compared to the same period in 2023, traffic accidents from the beginning of 2024 to now have increased by 32 cases, 7 more deaths and 62 more injuries.
There were 24 traffic accidents involving school-age children, killing 14 people and injuring 30 others.
There were 3 traffic accidents with very serious consequences, killing 6 people and seriously injuring 2 people; 61 work accidents with serious consequences, killing 46 people and injuring 33 people...
Also according to Ha Long City Police, through the investigation results, Ha Long City Police Investigation Agency has decided to prosecute 13 cases, the remaining 28 cases are still under investigation.
Notably, the situation of traffic safety violations among young people and students is very worrying. The authorities have recorded 1,146 cases of violations by students, fined more than 607 million VND; temporarily detained 951 vehicles. Fines were imposed on 727 cases of vehicles being transferred to unqualified people, of which 341 cases were fined for transferring vehicles to students. This is also one of the main causes of serious traffic accidents causing deaths among students in the city in recent times.
The police agency coordinated with functional forces to inspect 3 establishments and 4 illegal parking spots around the school area, resolutely handling the violating establishments, and at the same time propagandizing and requiring them to sign a commitment not to repeat the offense.
In particular, a list of 896 cases of juveniles and students who violated the law was made and sent to the police of communes and wards for monitoring, management and prevention of re-offending. Faced with the situation of traffic accidents, especially among students, Ha Long City has directed functional forces and the entire political system to join in, focusing highly from now until the end of 2024.
According to Ms. Phan Thi Hai Huong - Head of Propaganda of Ha Long City Party Committee, in addition to the functional forces continuously patrolling the scene, there will be measures to educate, train, and manage students; apply specific and strict sanctions to principals, teachers, and parents whose children violate the Traffic Safety Law. In particular, the act of handing over vehicles to unqualified people will be strictly handled. Along with that, strengthen inspection and supervision, promptly detect and handle violations, prosecute traffic accidents with signs of criminal violations; resolutely handle establishments selling vehicles to children.
Immediately apply the criteria for ensuring traffic safety in the evaluation and ranking of emulation at the end of 2024 for Party Secretaries, Chairmen of People's Committees, Chiefs of Police of communes and wards, heads of agencies, units, schools, cadres, party members, civil servants, public employees, teachers, union members, and association members.
