On November 13, Hanoi City Police held a Conference "Discussing measures to resolve complex complaints about security and order in apartment buildings and new urban areas in Hanoi City".
At the Conference, Colonel Nguyen Quoc Hung - Head of the Domestic Security Department of CATP presented a general report on the complaint activities in apartment buildings and new urban areas.
The report clearly stated that the main problems in the past time were often associated with the organization and operation of the building, infrastructure handover progress, service quality and coordination between the parties.
Some cases caused residents to express their opinions through hanging banners and recommending gatherings, affecting the common order of life. The spread of information on social networks has also made the public more interested, requiring timely propaganda and legal guidance work, contributing to limiting misunderstandings and stabilizing the situation.
During the discussion at the conference, representatives of the grassroots Police Command and the functional departments of the CATP discussed many contents related to the coordination mechanism between functional agencies, local authorities and apartment building management units.
The opinions agreed that increasing dialogue between residents, management boards, investors and authorities is an important measure to reduce frustration and prevent prolonged incidents; at the same time, it is necessary to improve general guidelines and procedures to facilitate the handling of arising situations.

Concluding the Conference, Colonel Nguyen Thanh Long - Deputy Director of CATP highly appreciated the opinions exchanged, reflecting correctly on the situation at the grassroots level, showing the proactiveness and responsibility of the units in the past time.
According to Colonel Long, ensuring security and order in new apartment buildings and urban areas not only requires compliance with the law, but also requires consensus, sharing and close coordination from relevant parties. This is a living space for a large number of people, so all solutions must set the goal of harmonizing benefits, stabilizing life and creating a safe and civilized living environment.
The Deputy Director of CATP requested that in the coming time, units need to continue to maintain the form of exchanges and dialogues and promptly provide guidance to resolve issues arising at the facility; at the same time, closely coordinate with local authorities to ensure consistency in the handling process. Propaganda work needs to be promoted in a approachable and easy-to-understand direction, helping residents and related units clearly understand legal regulations, thereby proactively coordinating to maintain security and order in their place of residence.
