Next, with 100% of delegates present voting in favor, Ms. Phung Thi Hong Ha, Deputy Secretary of the City Party Committee, Permanent Vice Chairman of the Hanoi People's Council, was elected to hold the position of Chairman of the Hanoi People's Council, term XVI, 2021-2026.
The new Chairwoman of the Hanoi People's Council, Phung Thi Hong Ha (born in 1971, hometown: Hanoi), has a bachelor's degree in economics and a master's degree in finance - banking.
She worked for many years at the Hanoi Department of Finance, then held the position of Secretary of the Thanh Oai District Party Committee (old) in the period of 2012-2016.
From 2016 to November 13, 2025, Ms. Phung Thi Hong Ha will hold the positions of Vice Chairman and Permanent Vice Chairman of the Hanoi People's Council.
On November 13, she was elected to hold the position of Chairwoman of the Hanoi People's Council, term XVI, 2021-2026.
