According to the Traffic Police Department, Khanh Hoa Provincial Police, recently on some social networking platforms, clips and articles have appeared conveying information that from October 15, 2025, children under 16 years old to under 18 years old who drive electric bicycles, electric motorbikes under 4 kW and motorbikes under 50 cm3, if they do not have a certificate, are not allowed to drive.
The Traffic Police Department confirmed that this was inaccurate information.
The Law on Road Traffic Order and Safety No. 36/2024/QH15, passed by the Vietnamese National Assembly and effective from January 1, 2025, clearly stipulates that rudimentary vehicles include motorbikes and electric bicycles.
The law also stipulates that people aged 16 to under 18 are allowed to drive motorbikes and must ensure suitable health conditions for each type of vehicle allowed to be driven.
Thus, electric bicycles are a rudimentary vehicle with no regulations on the age of the driver, and are not granted a license plate and vehicle registration.
People in good health are allowed to drive this type of vehicle and must wear a standard helmet.
The Law on Road Traffic Order and Safety also stipulates that children under 7 years old must be accompanied by an adult when going out. Therefore, the age allowed to drive an electric bicycle must be 7 years old or older. It is strictly forbidden for children under 16 years old to drive electric motorbikes and mopeds.
People aged 16 to under 18 are allowed to drive motorbikes, including electric motorbikes with a capacity of no more than 4 kW, without having to have a certificate or driving license.
Decree No. 151/2024/ND-CP dated November 15, 2024 detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety stipulates that high school students and vocational education students will participate in training courses on legal knowledge on road traffic order and safety and instructions on safe motorbike driving skills for students.
When they participate and meet the requirements, they will be granted a certificate. This is to equip children with knowledge and safety skills when participating in traffic.
The Traffic Police Department, Khanh Hoa Provincial Police recommends that other information spread on social networks is not in accordance with legal regulations, people need to be alert and verify official information sources.
