On the evening of October 9, the People's Committee of Da Phuc commune (Hanoi) issued an urgent notice on continuing to urgently evacuate people and property from areas at risk of flooding.
According to the People's Committee of Da Phuc commune, the flood from upstream to Cau river is still very strong. By 5:00 p.m. on October 9, the water level on the Cau River reached 10.12 m, exceeding the warning level III by 2.12 m; the water level of the Ca Lo River reached 9.65 m, exceeding the warning level III by 1.65 m. About 5 km of the main dike had caused deep flooding in villages outside the dike. Along with the broken racetrack incident through Trung Gia commune, there is a high risk of flooding in areas in the dike.
To proactively respond to possible unexpected natural disasters, the People's Committee of Da Phuc commune requires all people in the commune to urgently evacuate people and property from unsafe areas.
Absolutely do not stay in the danger zone, beware of rapidly rising floodwaters that endanger your life.
Implement measures to protect the safety of assets, such as building, tying up furniture, assets, and essential items; immediately move livestock, poultry, vehicles, machinery, and valuable equipment to high, safe places.
The People's Committee of Da Phuc commune requires all people to strictly follow the instructions of the government and functional forces, joining hands to absolutely protect the safety of the lives, property of the community, families and individuals.
According to the report of the Civil Defense Command of Da Phuc commune, the forces have evacuated more than 6,500 people to safety. The commune arranged shelters at schools, cultural houses, medical stations and high-altitude areas in the commune. Police forces, militia and youth union members were mobilized to support people in moving assets, livestock and essential items.
Due to the increasingly rising water level of the Cau River, the right dike of the Cau River overflowed about 7.5km (from K18+500 to K26+000), the elevation of the overflow was from 0.1-0.3m. In addition, there was also a phenomenon of dike slope slides at K17+700 and K8+270, with the same concern at K24+300 in Cam Ha village.
Immediately after the discovery, the commune mobilized more than 10,600 people, including 600 officers, soldiers and vehicles to reinforce the dike and prevent landslides. Rescue forces handled the incident on the night of October 8, put up warning signs, covered with waterproof tarpaulins and sandbags to prevent the risk of dike breach.
The Civil Defense Command of Da Phuc commune said that currently, the forces are still maintaining a 100% command of troops in seven key areas on the level III dyke, closely monitoring the water level of the Cau and Ca Lo rivers to promptly handle arising situations. The pumping stations: Tan Hung, Cam Ha II, Tang Long, Tien Tao are operating at full capacity to drain water, reducing pressure on the dyke system and residential areas.
