According to Lao Cai Provincial People's Committee, as of October 3, storm No. 10 (Bualoi) has killed 7 people, 3 people are missing, and 10 people are injured.

In particular, many schools in low-lying areas were submerged in floodwaters over 1 meter deep, leading to damage to a series of tables, chairs, teaching equipment and facilities.
Ly Thuong Kiet High School is one of the schools most severely affected by the storm.
The entire school campus, offices and 12 classrooms on the first floor were deeply flooded, seriously affecting students' learning.

Determining this as a key area, Lao Cai Provincial Police and Yen Bai Ward Police have mobilized hundreds of officers, soldiers, vehicles and specialized machinery to work day and night.
As soon as the water receded, the police force quickly deployed the repair work: Using fire trucks and large-capacity pumps to pump water, cleaning each classroom, and clearing the schoolyard.
