Since October 8, due to the impact of prolonged heavy rain, the water level on the Cau and Ca Lo rivers has risen, causing flooding in many areas of Da Phuc, Trung Gia, Thu Lam communes (Hanoi city).
Implementing the Plan of Hanoi City Police on natural disaster response, search and rescue, the Traffic Police Department - Hanoi City Police has urgently mobilized officers, soldiers and specialized vehicles to the areas, coordinated with local authorities, military forces and police of communes to support people in moving assets, vehicles and essential items to safe places.

From the morning of October 8, the Hanoi Traffic Police Department mobilized 30 officers, soldiers, and 2 motorboats and specialized trucks to Da Phuc, Trung Gia, and Thu Lam communes.
Recorded at many deeply flooded areas in Thu Lam commune, areas with fast-flowing water, and where motor vehicles could not reach, officers and soldiers of the traffic police rowed their hands, wade through water to reach each household, support the elderly and children, and transport furniture and vehicles out of the flooded areas.
Directly directing at the scene, Lieutenant Colonel Nguyen Chi Cong - Deputy Head of the Hanoi Traffic Police Department said that the Hanoi Traffic Police force has proactively been on duty, ready to coordinate with functional units to ensure the safety of people's lives and property in all situations, not allowing people to be isolated or lack support.
In Yen Phu village, Da Phuc commune, by the afternoon of October 9, the whole village was almost completely flooded. More than 300 people were evacuated to safety by the police force.




At 6:00 p.m. on October 9, the water level of Cau and Ca Lo rivers continued to rise. Following the direction of the Hanoi City Police Department, the Traffic Police Department mobilized all officers and soldiers of the Road Traffic Police Team No. 15 and Waterway Police Team No. 1, along with many specialized vehicles such as motorboats, trucks, and canoes to the scene.
At deeply flooded areas, officers and soldiers were assigned directly to each isolated village and area, coordinating with the authorities to evacuate people, transport assets and vehicles out of the flooded area.
By the evening of the same day, floodwaters had caused flooding on some key traffic routes. On National Highway 3, water flooded deeply at locations Km28+100, Km29+500 and Km31; on the Hanoi - Thai Nguyen expressway, from about 8:00 p.m., water overflowed onto the road surface in the Km29 area, about 40m long, the deepest place was flooded up to 40cm, posing a potential risk to the safety of people and vehicles.
In this situation, the traffic police force has organized traffic flow and regulation, and coordinated with news agencies, newspapers, information and warnings so that people can proactively choose a suitable route.


"The Traffic Police Department has maintained a 24/7 duty, coordinating with functional units to support people, ensuring traffic order and safety until the water is completely receded," said Lieutenant Colonel Nguyen Duy Hiep - Deputy Captain of Road Traffic Police Team No. 15.

In recent days, the Traffic Police Department of Hanoi City Police has mobilized youth union members and women's union members to proactively coordinate with local authorities to organize relief and support people in Thu Lam, Da Phuc, Trung Gia communes to overcome the consequences and soon stabilize their lives.
According to Captain Nguyen The Hai - Secretary of the Hanoi Traffic Police Department's grassroots delegation, as soon as receiving information about heavy rain causing deep flooding in many areas, the Hanoi Traffic Police Department's Youth Union proactively mobilized forces to divide into many teams, coordinating with grassroots units to directly be present at vulnerable locations.
In addition to traffic diversion and regulation, the force focuses on supporting the movement of the elderly and children, transporting necessities and helping people protect their property.
"During the entire process of performing their duties, union members always uphold their sense of responsibility, do not mind difficulties, work through the night to ensure the safety of the people. Each union member clearly understands that supporting people in times of disaster is not only a task, but also a responsibility and pride of the young generation of the Capital Traffic Police", Captain Nguyen The Hai shared.



At the same time, the Women's Union of the Hanoi Traffic Police Department has also proactively prepared relief gifts including medicine, medical supplies and necessary necessities to promptly support people.
On October 12, the Women's Union of the Hanoi Traffic Police Department organized a gift giving ceremony for 300 gifts to people in Lai Son village, Trung Gia commune, including rubber boots, gloves, essential oils, bananas, medicine, saline, antiseptic water and many other essential necessities, with a total value of 65 million VND.
"Witnessing the scene of people having to evacuate in the midst of floods, we understand that, in addition to emergency relief, what people need most is sharing and companionship.
The Women's Union has proactively encouraged members to donate items, medicine, classify, package, and arrange each gift in accordance with actual needs, ensuring to deliver to people in flooded areas as soon as possible.
Although small, each gift is a heartfelt responsibility of the collective of cadres and women members of the Traffic Police Department to the people, with the desire to help people soon overcome difficulties and stabilize their lives," said Captain Nguyen Thi Hong Nhung - President of the Women's Union of the Hanoi Traffic Police Department.
