Hai Phong voters recommend that the Ministry of Construction preside over and coordinate with relevant ministries and branches to promptly complete and issue detailed technical regulations and instructions on urban and rural construction planning; develop professional documents, forms, and practical handbook; guide the standardization of GIS integrated planning database.
After studying, the Ministry of Construction responded as follows:
Regarding the proposal to promptly complete and issue the National Technical Regulation on urban and rural construction planning, the Ministry of Construction has organized a review and amendment of QCVN 01:2021/BXD.
The draft of the amended QCVN 01:2021/BXD will be sent to ministries, branches and localities for comments before being appraised and expected to be issued in 2025.
Regarding the proposal to promptly complete and issue detailed technical instructions on urban and rural construction planning; develop professional documents, forms, and practical handbooks; guide the standardization of GIS integrated planning database, the Ministry of Construction will take note of the recommendations of Hai Phong voters and will chair and coordinate with relevant ministries and branches to complete and promulgate in sync with the Law amending and supplementing the Law on Urban and Rural Planning (which was approved by the National Assembly Standing Committee in Resolution No. 98/2025/UBTVQH15 dated September 10, 2025 on Adjusting the 2025 legislative Program).
