The Ministry of Education and Training (MOET) has just issued Official Letter 6165/BGDDT-GDPT guiding the arrangement and reorganization of the network of preschool, general education and continuing education institutions in accordance with local authorities at both levels.
According to the Ministry of Education and Training, the principles of reorganizing and reorganizing the network of preschool, general education and continuing education institutions are as follows: Must be based on the functions and tasks of the agency or unit; inherit and promote the implemented results; in accordance with the policy of reorganizing and streamlining the apparatus according to the requirements of the Politburo and the Secretariat; ensure effective and efficient operation, no overlap, no omission of functions and tasks of each type of educational institution; the arrangement does not affect the quality and efficiency of public service provision.
Merge only kindergartens and general schools within 1 commune; Ensure that each commune has at least one kindergarten, one primary school and one secondary school; Arrange and merge continuing education centers, vocational education - continuing education centers into vocational education - continuing education centers
To carry out the arrangement, the Ministry of Education and Training noted that localities should reasonably arrange the team of managers, teachers, and staff for educational institutions. The arrangement must be carried out according to the job position plan; ensuring balance between levels of education and types of educational institutions.
Localities ensure working conditions (office buildings, means of transportation, information technology infrastructure) for teachers and management staff after the arrangement.
In addition, it is necessary to fully implement the regime and policies for managers, teachers, preschool, general education and education staff who are often affected by the arrangement (work transfer, retirement, streamlining, termination of employment, etc.).
In particular, the organization of the mobilization, assignment, and arrangement of management staff, teachers, and staff will be carried out by the Departments of Education and Training of localities.
Educational institutions will prepare self-assessment reports on the scale of classes, teams, facilities, quality of education and provide timely information to management agencies; propagate to staff, teachers, staff, students, parents, and the community to create consensus and unity in implementation.
