The Ministry of Education and Training has just issued Official Letter 6165/BGDDT-GDPT guiding the arrangement and reorganization of the network of preschool, general education and continuing education institutions in accordance with local authorities at both levels.
In the document, the Ministry of Education and Training noted the organization of implementation, clearly defining the responsibilities and authority of the Provincial People's Committee, the Department of Education and Training, the Commune People's Committee, and educational institutions in implementing the policy of merging schools.
In particular, the Provincial People's Committee directs the review and assessment of the current status of the network of preschool and general education institutions in the area, in which it unifies the basic viewpoint of keeping high schools, junior high schools, primary schools, and general schools with many levels of education and existing kindergartens; consider arranging and adjusting if necessary, ensuring convenience for people, children, students, and trainees in accordance with the 130 plan.
Direct to continue reviewing ethnic minority mountainous areas to consider arranging separate schools, focusing on forming ethnic boarding schools, semi-boarding ethnic schools, high schools with boarding students and inter-level primary and secondary boarding schools in border communes and mainland areas.
Direct the review, arrangement and merger of continuing education centers, vocational education - continuing education centers, community learning centers; prepare a pilot plan to convert vocational education - continuing education centers into vocational secondary schools after the Law on Vocational Education (amended) is passed by the National Assembly to train skilled workers to serve socio-economic development, attracting local investment.
Develop a plan to reorganize the network of preschool, general education and continuing education institutions in the area to ensure implementation principles, in accordance with the two-level local government model and the local socio-economic development plan.
Direct advisory agencies to ensure budgets, facilities and support policies for children of students and trainees; coordinate with the Department of Home Affairs to advise on policies and regimes for teachers, managers and staff affected.
For the Department of Education and Training, the Ministry of Education and Training proposes to preside over and advise the Provincial People's Committee to direct the organization of reviewing and evaluating the current status of the network of preschool and general education institutions in the area under its management.
Preside over and advise the Provincial People's Committee to develop plans and solutions to reorganize the network of preschool, primary, secondary and vocational education institutions, continuing education institutions, ensuring compliance with current principles and regulations.
Guidelines for inspection and supervision of implementation by People's Committees at the commune level and educational institutions. Mobilize, assign and arrange a team of teachers, managers, and staff according to the job position plan; ensure the implementation of general education programs and education plans in accordance with regulations.
For the People's Committee at the commune level, direct the review and assessment of the current status of kindergartens, primary schools, secondary schools and community learning centers in the area; based on the principles to develop a reorganization plan to send to the Department of Education and Training for appraisal and submission to the Provincial People's Committee for decision.
Organize the collection of opinions from parents, students, trainees, and the community, ensuring democracy, publicity, and transparency before implementation.
For educational institutions, the Ministry of Education and Training proposes to prepare a self-assessment report on the scale of classes, teams, facilities, quality of education and provide timely information to management agencies.
Propagate and disseminate to staff, teachers, staff, children, students, trainees, parents and the community to create consensus and unity in implementation.
