Support level is not enough for travel expenses
According to voters in An Tuong commune and Quy Nhon Bac ward, since implementing the 2-level local government model, the workload in the village has increased significantly. However, the level of support for people directly participating in activities in the village (Chairman of the Vietnam Veterans Association, Chairman of the Vietnam Women's Union, Chairman of the Vietnam Farmers' Union,...) is only about 540,000 VND/month, not enough for gasoline costs to serve work.
Voters proposed that the Provincial People's Committee consider and submit to the Provincial People's Council to adjust and increase the allowance level for this subject, in order to ensure working conditions and encourage village officials to complete their tasks well.
Responding to the proposal, Gia Lai Provincial People's Committee said that, implementing the Plan to implement the Law on Organization of Local Government No. 72/2025/QH15 issued with Decision No. 1589/QD-TTg dated July 24, 2025 of the Prime Minister, the Ministry of Home Affairs is assigned to preside over advising the Government to issue a Decree on the organization of activities of villages and residential groups and some regimes and policies for non-specialized workers, with a deadline of completion in November 2025.
The province has issued the 2025 Administrative Reform Plan, assigning the Department of Home Affairs to develop a draft Resolution regulating titles, allowances, and concurrent allowances for non-specialized workers at commune, village, and neighborhood levels; support levels for people directly participating in activities in villages and neighborhoods; and the contracted operating costs of socio-political organizations at commune level in the province.
However, as of November 30, the Government has not issued the above Decree, so the Department of Home Affairs does not have a legal basis to advise and submit to competent authorities for consideration and promulgation according to regulations.
The Provincial People's Committee directs the Department of Home Affairs to record the recommendations and recommendations of voters; summarize and advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation a Resolution stipulating regimes and policies for non-specialized workers in villages and residential groups immediately after the Government promulgates the Decree, ensuring compliance with local authority and reality.
Unsatisfactory dossiers make it difficult to calculate benefits
Regarding the retirement allowance regime for non-specialized commune-level officials who have applied for leave and were approved by competent authorities before July 1 according to the Government's Decree on streamlining staff, voters in Hoai An commune proposed that the Provincial People's Committee direct relevant departments, branches and localities to implement the payment of allowances.
Regarding this proposal, Gia Lai People's Committee responded: Implementing Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government on streamlining staff and Official Dispatch No. 12/CV-BCD dated June 20, 2025 of the Government Steering Committee guiding the implementation for non-specialized workers at the commune level when implementing the 2-level local government model, in the past time, the Provincial People's Committee has directed the Department of Home Affairs to actively coordinate and guide localities to review and complete dossiers; coordinate with relevant agencies to accelerate the progress of resolving regimes and policies.
The Department of Home Affairs has summarized the dossier and sent it to the Department of Finance for cost estimate appraisal to submit to competent authorities for consideration and allocation of payment funds according to regulations.
However, during the implementation process, many dossiers sent by localities did not meet regulations, such as lacking verified documents to determine working time; not clearly defining the time frame as a basis for calculating allowance levels according to regulations. These shortcomings cause difficulties for appraisal and calculation of regimes and policies according to the Decree.
For 12 cases of non-specialized commune-level workers in Hoai An district (old Binh Dinh) taking leave on July 1, 2025, the Provincial People's Committee has approved the list and supplemented funding for 2025 for communes and wards to implement the policy of streamlining staff. When the procedures are completed, the payment of benefits will be implemented according to regulations.
