Gia Lai - Voters reflect that commune-level civil servants are overloaded with work and have to work extra all day off, so they proposed reducing unnecessary reports and meetings to reduce pressure.

On December 29, Gia Lai Provincial People's Committee had the results of resolving voters' opinions and recommendations sent before the regular session at the end of 2025 (5th session), the 12th Provincial People's Council.

Commune civil servants work overloaded, working without days off

Voters in Ia Tul commune reflected that in the process of operating the 2-level local government model, the workload at the commune level increased sharply due to having to perform more tasks and previous powers of the old district level and the provincial level. From July 1 to September 2025, many commune civil servants had to work continuously, including Saturdays, Sundays and holidays.

The number of reports and requests for written comments from departments and branches is very large; many overlapping contents, different methods and requirements between agencies lead to a lot of time wasted, affecting the quality of advice and work progress.

Voters proposed that the Provincial People's Committee direct departments and branches to implement solutions to reduce unnecessary reports, documents, and meetings; strengthen digital data intercommunication to minimize overlapping reports, ensuring the effective operation of the 2-level government model.

Regarding this issue, Gia Lai Provincial People's Committee said that in the early days of operating the 2-level government model, due to the emergence of many new and unprecedented tasks, the requirement to report, issue directing documents and organize meetings is necessary to grasp the situation, guide, remove difficulties, and ensure the implementation of the Central Government's policies is unified and synchronized.

Currently, the province has assigned the Department of Science and Technology to build a "2-level socio-economic information system". When the system is completed and put into operation, it will support the collection, processing, and sharing of socio-economic data between levels of government, minimizing errors and handling time, thereby reducing the number of reports.

In the coming time, the Provincial People's Committee will direct the implementation of reducing documents and conferences, promoting digitalization and enhancing the responsibility of heads according to the Secretariat's conclusion on rectifying working styles and improving the operational efficiency of the political system.

Need more people for complex job positions

Voters in Kon Gang commune reflected that in the process of operating the local government at 2 levels, many jobs with large volumes and complex nature such as finance, budget and land are only arranged with 1 professional cadre, leading to overload and affecting the efficiency of serving the people. Voters proposed that the Provincial People's Committee consider adding staff to these positions at the commune level to have enough human resources to solve the work.

Similarly, voters in An Binh commune proposed that the Provincial People's Committee develop and adjust the job position framework in the direction of increasing the number of civil servants working in the financial and land sectors to meet task requirements, resolve dossiers, administrative procedures and operate the apparatus smoothly, in accordance with the actual workload.

Regarding this issue, Gia Lai Provincial People's Committee said that the Department of Home Affairs has closely followed the regulations of the Central Government on orienting the framework for assigning staffing after implementing the 2-level local government model for advice. The Provincial People's Committee has assigned staffing for cadres and civil servants to commune levels according to the maximum staffing framework norms; currently the actual number of commune-level civil servants in the province is higher than the maximum staffing framework of each commune and ward.

Based on reports and proposals from localities, the Department of Home Affairs has reported to the Ministry of Home Affairs on the current situation and proposed staffing for Gia Lai province in the period 2026-2031, in which it is proposed that the Central Organization Committee and the Ministry of Home Affairs propose to the Politburo to consider increasing administrative staff and the number of employees receiving budget salaries in the direction of increasing staffing according to job positions.

Currently, the Government has issued a decree on the classification of administrative units; The Prime Minister assigned the Ministry of Home Affairs to coordinate with relevant agencies to complete regulations on job positions to serve as a basis for arranging and managing staff, arranging the organizational structure and coordinating with the Central Organization Committee to report to the Central Steering Committee and the Politburo on the current situation of staff management in the period 2022-2026 and propose staff for the period 2026-2031.

After the Central Government officially assigns staff and is supplemented as requested, the Provincial People's Committee will direct specialized agencies to review relevant regulations to adjust and supplement staff for localities in accordance with regulations.
