On October 27, information from the Traffic Police Department (CSGT) - Hanoi City Police said that the unit had just verified and handled the tanker truck driver who dropped concrete water on the road according to people's reflection.
Previously, at around 10:40 a.m. on October 21, 2025, while participating in traffic on Vo Van Kiet Street (Hanoi City), people discovered a fresh concrete mixer truck that was leaking water and concrete onto the road, posing a risk to traffic safety.
People then recorded and sent information to the Director of the Traffic Police Department - Ministry of Public Security.
As soon as the information was received, the Traffic Police Department directed the Hanoi Traffic Police Department to urgently verify. Using professional measures, the authorities identified the driver of the tanker truck with license plate 29C-984.xx as Mr. L.V.L (born in 1988, from Nghe An).
At the police station, Mr. L admitted to driving a concrete truck without covering it, causing it to fall onto the road.
Based on the verification documents, Road Traffic Police Team No. 15 has drawn up an administrative violation record for Mr. L for the act of "Driving a vehicle carrying goods to dump on the road" and temporarily detained the driver's license for handling according to regulations.
According to Decree No. 168/2024/ND-CP, this behavior is subject to a fine of 2 to 4 million VND.

The Traffic Police force recommends that when transporting goods by car, drivers must strictly comply with regulations; goods must be neatly arranged and tightly tied; loose materials must be carefully covered, not allowed to spill onto the road, to ensure traffic safety, environmental hygiene and urban aesthetics.
