Lao Dong had a reflecting article about " Houses waiting to collapse due to problems with industrial cluster planning " which occurred in Son Cam commune, Thai Nguyen city.
Accordingly, the delay in site clearance and resettlement arrangements for the Son Cam 3 Industrial cluster (IC) project has left dozens of households in a situation where they cannot move or live. Land and houses are under planning, so even if they are degraded and shabby, they cannot be repaired.
Mr. Tran Tien Tho - Deputy General Director of Vuong Anh Joint Stock Company (investor) - said that after the Provincial People's Committee issued a decision to establish Son Cam 3 Industrial Park, the unit has completed the procedures. By July 2021, the company signed a contract with the Thai Nguyen City Land Fund Development Center to carry out compensation and site clearance work.
There are more than 140 households in land acquisition, which are located in hamlets 7 and 8, Son Cam commune. The third quarter of these households must be resettled.
"The inability to implement the project is mainly due to the delay in site clearance, especially resettlement arrangements. The key to the current project are these two issues.
Up to now, the company has not yet been handed over any area to implement the project. Recently, the unit has actively coordinated with authorities to remove problems. We hope to soon complete the procedures to implement the project," Mr. Tho informed.
On August 28, talking to a reporter from Lao Dong Newspaper, Mr. Nguyen Tien Tru - Director of Thai Nguyen City Land Fund Development Center - said that, currently, resettlement arrangements have not been carried out, so only part of the land can be recovered land that does not require resettlement (organizational land).
"In the near future, 50% of the area will be handed over to the investor, but must wait for decrees and full documents, around October.
In addition, site clearance also faces problems with assets on land of businesses that were liquidated to people decades ago," the leader said.
It is known that currently, Thai Nguyen City Land Fund Development Center has only recovered and proposed the province to allocate the first phase of land to the investor with a total area of 4.63 hectares of land from 3 organizations. In addition, statistics, counting and completion of recovery documents for an additional 7.7 hectares of non-agricultural production land.
