Absence of investors
Seven years have passed since the Hoa village industrial cluster in the mountainous district of Nam Giang, Quang Nam welcomed the first two investment projects, but to date, the enterprise has not yet built a factory and is at risk of abandoning the project.
According to Mr. Nguyen Dang Chuong - Vice Chairman of Nam Giang District People's Committee, the district always creates the most favorable conditions for businesses to invest, in order to solve employment for local workers; however, it faces major obstacles because it is an upstream locality, making it difficult to attract large-scale projects (with waste generation). In addition, natural disasters and landslides make businesses "hesitate".
As a result, in Nam Giang district, there are 2 industrial parks including Hoa village industrial park (over 37 hectares) and Ca Dang industrial park (30 hectares), approved for operation many years ago, but currently there are still no investors.
Similarly, according to the plan, Hiep Duc district has 15 industrial parks with a total area of more than 224 hectares, but currently there are only 6 enterprises in operation, most of them are small-scale.
It is easy to see that, in addition to lacking clean land, the mountainous districts of Quang Nam are at a disadvantage in terms of traffic infrastructure, due to being far from logistics centers, ports...
Many barriers
According to the People's Committee of Quang Nam province, if enterprises want to invest in industrial parks managed by the state, they must pay for site clearance themselves and it will be deducted from the land rent later, but not all enterprises can afford to clear the site because of the high cost.
The province also has a policy of green and sustainable development and has rejected many large-emission production projects and projects with the risk of causing environmental pollution in industrial parks. This is also the reason why the occupancy rate is not high in current industrial parks.
Mr. Nguyen Thanh Quang - Deputy Director of the Department of Industry and Trade of Quang Nam said that since 2021, the Provincial People's Council has issued Resolution 34 on the program to support investment in technical infrastructure of industrial parks in the province for the period 2021 - 2025.
The Resolution focuses on two main issues, including support for industrial parks with an area of 5 hectares or more in mountainous districts and industrial parks with an area of 10 hectares or more in districts, towns and cities in the plains; newly invested industrial parks in the province with enterprises as investors in technical infrastructure (the maximum support level is 20 billion VND (mountainous industrial parks) and 10 billion VND for plain industrial parks).
However, since Resolution 34 was issued, no enterprise has invested in technical infrastructure of industrial parks to enjoy this mechanism (due to low support level), enterprises are not interested.
Quang Nam currently has 53/59 industrial parks with detailed planning (total area of nearly 1,468 hectares, industrial land area of over 1,071 hectares); the occupancy rate reaches about 51% of the industrial land area recovered and assigned to enterprises.
There are about 190 projects implemented out of a total of about 381 registered investment projects, creating actual jobs for more than 30 thousand workers.
