The Ba Xuyen Industrial Cluster Project (CCN Ba Xuyen) in Ba Xuyen Commune, Song Cong City was implemented from the end of 2018 with a total investment of over 431 billion VND. The investor is Minh Tuan Construction Investment and Trading Joint Stock Company.
According to the reporter's records at the end of August 2024, after more than 5 years of implementation, the hundred billion dong project is still just a desolate, shabby land. Apart from a few construction materials being transported to the construction site, no items have been completed.
Most of the project items have not been constructed yet, many areas of land are left vacant, overgrown with weeds. Some construction areas have created ditches and water holes that are not covered or have warning signs of safety risks.
According to schedule, the Ba Xuyen Industrial Park project will be completed in 2024 with the expectation of creating jobs for thousands of local workers. However, at present, the project is still in a state of inactivity with no clear completion date.
According to information from the People's Committee of Ba Xuyen commune, the reason why Ba Xuyen Industrial Park could not finish on time compared to the expected time was because of problems in compensation and site clearance (GPMB).
At the time of implementation, many households whose land was to be recovered for the project did not agree with the compensation plan because they thought the compensation amount was not enough to meet their housing and livelihood needs, so they did not hand over the land.
Therefore, by mid-first quarter of 2024 (after more than 5 years of implementation), the Ba Xuyen Industrial Park project has only cleared 30.96/48.53 hectares, reaching nearly 64%.
On the other hand, during the implementation process, investors encountered some difficulties and problems such as adjusting the detailed planning of the project, the deadline for the Prime Minister to allow the change of rice land use purpose expired, the investor had to request an extension of the project implementation time...
Mr. Ha Trong Dong (Song Cong City) said: "When Ba Xuyen Industrial Park started to be implemented, local people were very happy because the project would create jobs.
The inside is now messy and messy. I don't know if the project will continue or when it will be completed.
According to local people, the Ba Xuyen Industrial Park project is expected to create jobs for children in the area, especially families whose rice fields have been reclaimed.
However, after the land was reclaimed, it was left unused for many years, causing people to feel sorry for the waste of land resources.
Talking to reporters, Mr. Do Trong Lu - Chairman of Ba Xuyen Commune People's Committee said that Ba Xuyen Industrial Park project has a large area of land to be recovered, including rice fields and agricultural land. People also hope that the project will be completed soon to create jobs and improve the lives of local people.
Also according to the People's Committee of Ba Xuyen commune, the Ba Xuyen Industrial Park project has just been allocated land recently, after the land is allocated, it can continue with the next steps.
Currently, the investor is preparing a document requesting the competent authority to extend the project implementation until 2026.
