In the initial phase of operating the 2-level local government model, some localities still faced obstacles, so the People's Committee of Da Nang City had a solution, enhancing the technological capacity of the grassroots level. According to Official Dispatch No. 326/UBND-SNV issued on July 17, Da Nang will deploy IT students to provide direct support in communes and wards.
The Department of Science and Technology is assigned to preside over and urgently work with leading universities in IT in the area such as FPT University and Vietnam - Korea University of Information and Communications Technology (VKU). The parties will agree on the number of students and flexible support time (from 1 week to 1 month) in the period of July - August, depending on the actual needs of each locality. Issues on accommodation, travel, and accommodation conditions for volunteer students will also be specifically discussed to ensure they have the best working environment.
To ensure effectiveness, the City People's Committee requires the Department of Science and Technology to develop a clear set of criteria and standards for schools to serve as a basis for selecting students with sufficient capacity and qualifications to participate. An important point is that students will be thoroughly trained in professional skills before being allocated to communes and wards. This helps young people get into the rhythm and support work immediately, avoiding confusion and wasting time.
The detailed plan of the program is expected to be submitted to the City People's Committee for approval no later than July 19, 2025. This initiative not only solves the problem of shortage of technology human resources at the grassroots level but also creates valuable opportunities for students to experience reality, contributing youth to the construction of digital government and digital transformation of the city.
