On July 17, the People's Committee of Da Nang City announced that the Vice Chairman of the People's Committee of Ho Quang Buu City has just signed and issued instructions, requiring agencies and units to ensure the provision of administrative procedures (AP) and online public services goes smoothly, effectively, without interruption, bringing maximum convenience to people and businesses.
According to Official Dispatch No. 261/UBND-HCC signed by Vice Chairman Ho Quang Buu, it is required to strictly prohibit the recurrence of requiring people and businesses to re- Provide documents and information already in national and specialized databases such as population, household registration, and land. Units are absolutely not required to submit connected documents and files, and data is shared.
To achieve this goal, the People's Committee of Da Nang City requires departments, branches and sectors to urgently complete internal procedures, update digital signatures and beneficiary accounts for smooth operation of the system. At the same time, increase training for commune-level cadres to improve their capacity to perform public duties, especially when the number of administrative procedures decentralized to communes is increasing. The city aims to complete the issuance of specialized digital signatures for public service units before July 15, 2025.
The City People's Committee Office is assigned to review and upgrade the Information System for handling administrative procedures, ensuring that people can carry out procedures regardless of administrative boundaries within the city. Relevant departments such as Finance, Home Affairs, Science and Technology are responsible for advising and arranging sufficient funding, human resources and technical infrastructure at the commune level, creating conditions for the effective operation of the Public Administration Service Center.
At the same time, the city is also drastically simplifying procedures. Recently, the City People's Committee has decided to abolish 2 administrative procedures in the construction sector, "New Level" and "Re-issuance of construction activity capacity certificates".
