Chairman of Da Nang City People's Committee Nguyen Manh Hung has just signed Official Dispatch No. 4103/UBND-KT, requesting departments, branches, and localities to accelerate the progress of exploitation and handling of redundant houses and land arising after the process of arranging the organizational structure and administrative units at all levels.
According to the direction of city leaders, the handling of redundant public assets must be focused on implementation and resolved definitively in the second quarter of 2026. This is considered an urgent task to avoid the situation of abandoned headquarters, temporary use for a long time, causing waste of land resources and facilities.

The Chairman of the City People's Committee assigned the Director of the Department of Finance to preside over and urgently implement the tasks with specific deadlines. Before May 20, the Department of Finance must summarize the list of agencies, units, and localities that have not completed the handling of redundant houses and land to report to the City People's Committee.
For establishments that have been decided to be assigned, transferred or converted to functions as headquarters, non-business establishments, serving public purposes, units must urgently hand over, receive and put into use, not leaving assets waiting on paper.
Before May 25, the Department of Finance must complete the review and advise on issuing documents under the authority of the City People's Committee to concretize legal regulations on the management and use of public assets. At the same time, this unit directly advises the Chairman of the City People's Committee to direct the handling of all redundant houses and land within its management scope, ensuring that all assets are included in the plan for effective exploitation and use in the second quarter of 2026.

To tighten responsibility, the Chairman of the City People's Committee assigned the Department of Home Affairs to coordinate with the Office of the City People's Committee to monitor and urge the implementation progress. The results of handling redundant houses and land will be one of the bases for evaluating the level of task completion of officials, agencies, and units in the second quarter and the whole year of 2026.
According to Ms. Tran Thi Thanh Tam - Director of the Department of Finance of Da Nang City, after implementing the arrangement of administrative units according to the direction of the Central Government, the city has assigned the Department of Finance to coordinate with localities to review, statistics, and relocate the functions of existing headquarters.
The principle set by Da Nang is to maximize available facilities, prioritize arranging old district-level headquarters for new communes and wards; and at the same time arrange them in a direction that is convenient for people when contacting and resolving administrative procedures.

As of April 30, the whole city has 3,878 houses and land facilities that are working headquarters and non-business establishments. Of which, 3.746 facilities have had handling decisions.
311 facilities were converted to serve social security goals such as health, education, community activities; 108 facilities were assigned to the Housing Management and Exploitation Center under the Department of Construction for management and exploitation; 442 facilities were assigned to the Land Fund Development Center for management and exploitation according to the provisions of the Land Law; 39 facilities were transferred and directly assigned to agencies and units for management and use.
Currently, there are still 132 redundant houses and land facilities that have not been decided to be handled, mainly locations that are being arranged for temporary use by agencies and units. The city is requesting units to coordinate in completing legal dossiers to soon issue official allocation and transfer decisions according to regulations.
