The incident is causing many concerns in public opinion in Chien Dan commune, Da Nang city.
Prosecuted and suspended from party activities but still a civil servant
On August 4, Mr. Le Van Ninh - Chairman of the People's Committee of Chien Dan Commune, Da Nang City confirmed: Mr. Le Hong Q. (born in 1982, former Secretary of Tam Thai Commune) and Phan Van Ph. (born in 1983, former Chairman of the People's Committee of Tam Thai Commune) are still working in Chien Dan Commune. Mr. Q. is a specialist of the Commune Party Committee Office, while Mr. Ph. is a specialist of the Commune People's Committee Office.
Previously, in May 2025, the Investigation Police Agency of the old Quang Nam Provincial Police (now Da Nang City) issued a decision to prosecute the accused and prohibit leaving the place of residence for Mr. Le Hong Q. and Mr. Phan Van Ph. for the act of "Abusing position and power while performing official duties".
These two officials were accused of violating the process of converting land use purposes in the Tam Thai Farm area (old). The incident occurred during the time the two men were still in leadership positions of Tam Thai commune.

Regarding the reason, Mr. Ninh said: After the Investigation Police Agency issued a decision to prosecute the accused, the file was transferred to the People's Procuracy of Quang Nam province for handling in accordance with regulations. After that, the Provincial Party Committee's Inspection Committee issued a decision to temporarily suspend the Party activities of both officials; the People's Committee of Phu Ninh district (old) also issued a decision to temporarily suspend Mr. Phan Van Ph.
After Tam Thai commune merged into Chien Dan commune, these two cadres no longer hold leadership positions. On the Party's side, their activities have been suspended, they are still civil servants, and there are no sanctions, so they are still working normally. When the Court has a verdict, it will handle it in accordance with regulations," Mr. Ninh explained.
Waiting for the final verdict from the Court
Similarly, Mr. Thai Binh - Secretary of the Party Committee of Chien Dan commune also confirmed: After the decision to prosecute, Mr. Le Hong Q. was temporarily suspended from work for 15 days to serve the investigation, then returned to work after his term expired.
"Currently, both of them are still working normally, not holding any positions. We do not dare to violate the process, the handling must be coordinated by the authorities to comply with the law," Mr. Binh added.
After Tam Thai commune merged into Chien Dan commune, many people were surprised to see that two officials who were prosecuted continued to work at state agencies, even in positions without leaders. This has caused local public opinion to wonder and be skeptical about the strictness in disciplining officials.
According to the leader of Chien Dan commune, the fact that there is no verdict from the Court means that the two cadres are still normal civil servants.
