The biggest amnesty in history
This afternoon (8.29), at the International Convention Center, Hanoi, the Office of the President held a press conference to announce the President's Amnesty Decision for 2025 (phase 2).
Speaking to the press at the press conference, Senior Lieutenant General Le Van Tuyen - Deputy Minister of Public Security - said that over the past 80 years, our country has had 40 amnesty sessions.
In 2025, the Party and State will organize many important political events across the country. On the occasion of April 30, the President signed a pardon for more than 8,000 people and in the second phase on September 2, 13,920 people will be pardoned.
"It can be said that, including the two amnesty sessions this year, this is the year with the largest number of prisoners granted amnesty ever. This is a special regulation, demonstrating the humanity of the Party and State", said Senior Lieutenant General Le Van Tuyen.
Regarding specific cases, Deputy Minister of Public Security Le Van Tuyen said that according to the latest decision, the President signed an amnesty decision for 13,920 people and in these cases, there were no prisoners related to cases that the Central Steering Committee for Anti-Corruption, Wastefulness, and Negativity monitored and directed.
According to Mr. Le Van Tuyen, cases such as prisoners Trinh Van Quyet - former Chairman of FLC, Dinh La Thang, Nguyen Duc Kien... are not on this amnesty list.
Of the 13,920 people granted amnesty this time, there are 66 foreign prisoners, with 18 different nationality.
The special pardon does not discriminate or restrict any prisoners
Previously, speaking at the press conference, Mr. Can Dinh Tai - Deputy Head of the Office of the President, Assistant to the President - said that amnesty is one of the legal regulations stipulated in the Constitution, institutionalized by the 2018 Law on Amnesty and related legal documents, demonstrating the tradition of humanity of the nation, the leniency policies of the Party and State, implementing early release of prisoners sentenced to prison on the occasion of important events, major national holidays or in special cases.

At the same time, amnesty is also a recognition of the results of reform and good compliance of prisoners; is the result of the process of educating and reforming prisoners, demonstrating the close coordination between prisoners, relevant agencies, families and the whole society in implementing the policies of the Party and the State.
"Therefore, amnesty does not discriminate or restrict any prisoners; all prisoners who are eligible for amnesty are considered for amnesty according to the provisions of law, whether the prisoners are Vietnamese or foreign nationals," said Vice Chairman Can Dinh Tai.
In recent years, our State has conducted many amnesty sessions for tens of thousands of prisoners who have undergone reform, worked and studied well and returned to the social community and their families, and have been approved and supported by the people in the country and highly appreciated by the international public, affirming the superiority of the socialist regime.
