Speaking at the congress, Mr. Bui Van Khanh - Chairman of the People's Committee of Hoa Binh province - affirmed that the congress aims to summarize and evaluate the achievements and results of ethnic work, ethnic policies, grassroots development, hunger eradication and poverty reduction, and new rural construction in the period of 2019-2024. At the same time, it recognizes the contributions of ethnic minorities in the revolutionary struggle, the cause of national construction and defense.
The Congress is also an opportunity to further strengthen the great national unity bloc, unify will and action, consolidate the belief of ethnic minorities in the leadership of the Party and State; promote the tradition of solidarity and unity of the Party Committee and people of all ethnic groups in the province.
According to the political report presented to the congress, in the 2019-2024 period, Hoa Binh province has achieved many important achievements in all fields.
Average income per capita in 2023 reached 69.77 million VND; culture, education, training, labor, and employment have made much progress; social security and social welfare have been enhanced; national defense and security have been ensured; foreign affairs activities have been expanded and achieved many positive results; the poverty reduction rate in communes in ethnic minority and mountainous areas has decreased from 16.52% in 2021 to 9.8% in 2023, an average decrease of 3.36% per year...
Infrastructure systems in ethnic minority areas have received basic investment to meet the needs of production and people's lives.
The work of preserving and promoting the values, traditional cultural identity, language, writing, customs, practices, beliefs, and fine traditions of the people has been carried out synchronously and resolutely by all levels and sectors.
Based on high consensus, the congress voted to pass the Resolution of the congress with 6 main tasks and targets as follows:
The average income of ethnic minorities in rural areas in the province is half the national average.
The average poverty rate among ethnic minorities according to the poverty standard for the period 2026-2030 will decrease by 2.5%-3% per year; for particularly disadvantaged communes, the average annual decrease will be 4-4.5%.
Basically, there will be no more extremely difficult communes, villages and hamlets; the rural labor structure in the region will be transformed; simple and unstable housing will be eliminated; ecological degradation will be prevented; and forest coverage will be maintained and increased.
Over 90% of ethnic minority farming households engage in commercial agriculture and forestry; over 90% of communes, villages and hamlets in ethnic minority and mountainous areas have sufficient basic infrastructure to meet the requirements of socio-economic development and people's lives.
Arrange 100% of ethnic minority households residing scattered in remote areas, where there is a risk of flash floods, landslides, to have stable and safe housing.
At the congress, the Ethnic Committee awarded commemorative medals for the cause of ethnic development to 3 individuals, and certificates of merit to 1 collective and 5 individuals with outstanding achievements in implementing ethnic work and ethnic policies.
The Provincial People's Committee awarded certificates of merit to individuals with outstanding achievements in ethnic work in the period 2019-2024.
