Set specific milestones for implementation
As Mr. Tran Quoc Nam - Chairman of Ninh Thuan Provincial People's Committee shared with us since the end of 2024 about specific actions after the Central Government agreed to implement the nuclear power project. To implement a project with a huge workload, Ninh Thuan has determined that each task must be completed in 2025 every month and quarter.
In particular, the important task is still propaganda; grasping the prospects of the people to propose solutions, policies for socio-economic development and social security policies for people in areas affected by project implementation...
In the following months of 2025, Ninh Thuan will continue to strengthen the Steering Committee, the Support Team for the Steering Committee for the nuclear Power Plant Project and the Project Management Board; urgently clear the land, resettle, organize and adjust related planning.
Currently, Ninh Thuan province is organizing the establishment of markers, determining land acquisition boundaries, completing measurements, and issuing notices of land acquisition in project areas.
Chairman of Ninh Thuan Provincial People's Committee Tran Quoc Nam has assigned the two districts of Thuan Nam and Ninh Hai to urgently review and accurately compile statistics on all issues related to land, housing, construction works, architecture of livelihoods, crops and livestock of people at the construction sites of the two Nuclear Power Plants.
Proposing specific mechanisms and policies
According to Chairman of Ninh Thuan Provincial People's Committee Tran Quoc Nam, the total expected demand for public investment capital to invest in the development of socio-economic infrastructure in the period of 2026 - 2030 is about 25,000 billion VND.
Ninh Thuan proposes an annual mechanism, the central budget supplements with the goal of giving the provincial budget 70% of the revenue increase from implementing the Nuclear Power Plant project such as value added tax; import-export tax, special consumption tax...
Chairman of Ninh Thuan Provincial People's Committee Tran Quoc Nam also proposed to the Central Government a mechanism to allow the province to increase the outstanding loan balance of the provincial budget to 90%, expected to be borrowed about VND 9,000 billion in the period of 2026 - 2030, basically meeting the need to mobilize investment resources to develop the province's important socio-economic infrastructure system.
Regarding the task of implementing migration and resettlement work in 2025, Ninh Thuan proposed to allow the application of consulting contracts and construction of compensation and resettlement packages for the Nuclear Power Plant.
The Government also proposed supporting 100% of the central budget to prioritize investment in key and dynamic connectivity infrastructure for the period 2026 - 2030. Accordingly, there are 4 key projects including: Inter-regional transport infrastructure project connecting Ca Na Seaport, Bac Nam Expressway to the provinces in the Southern Central Highlands; Powerline connecting Bac Nam Expressway - Thanh Son Airport - Phan Rang City Center - Thap Cham - coastal road to Ninh Chu National tourist area; Coastal road connecting route - Cam Ranh Airport...
Along with compensation and resettlement policies, Ninh Thuan recommends that the Government agree on the enjoyment of policies for communes with special difficulties in coastal areas and islands in the period of 2021-2030 and supplement the enjoyment of social security policies from the central budget supported in the annual budget.
