According to the Ministry of Construction, in recent times, construction materials have developed rapidly and strongly in many fields such as cement, glass, concrete, etc. Many new construction materials products have been produced using new technology.
In addition to domestic production to meet domestic and export demands, there is now a large amount of construction materials imported from many countries around the world to the Vietnamese market.
The Ministry of Construction said that currently, the management of construction materials, product quality and construction material goods have been regulated in many legal documents.
In fact, the quality management of construction materials products and goods has not really met the requirements. There are still cases of poor quality products being used in construction projects, affecting the quality of the project.
On the other hand, a large amount of goods are in circulation of unknown origin, source, and quality.
Faced with the above situation, the work of improving the quality of construction materials products and goods has received attention and concern from all parties.
On November 1, 2024, the Ministry of Construction issued Circular No. 10/2024/TT-BXD regulating the quality management of construction materials and goods. After its issuance, the Ministry received many responses from localities.
Regarding the subjects of application, Circular 10/2024/TT-BXD is applied to state management agencies on the quality of construction material products and goods. Organizations and individuals that produce, trade, import and export construction material products and goods; conformity certification organizations, testing organizations, inspection organizations and appraisal organizations participating in activities to assess the conformity of the quality of construction material products and goods.
The Circular has 5 Chapters with 21 Articles. Of which, Chapter I includes 5 Articles regulating the scope of regulation, subjects of application, classification, labeling and general requirements on quality management of construction materials products and goods.
Chapter II includes 5 Articles regulating the quality management of construction material products in production, import, export, circulation on the market and during use. Chapter III includes 4 Articles regulating the management of standardization and conformity activities of construction material products and goods. Chapter IV includes 3 Articles regulating the implementation organization. Chapter V includes 4 Articles regulating the implementation provisions.
Regarding the content, the Circular promulgates the List of Construction Material Groups. Distinguishing between construction material products and goods that do not cause unsafety (Group 1) and construction material products and goods that can cause unsafety under the management responsibility of the Ministry of Construction (Group 2) to prescribe appropriate quality management methods; Regulations on quality management of construction material products and goods in specific activities including: Production - Export - Import - Circulation on the market - Use.
In addition, the Circular strengthens state management of the quality of construction material products and goods, screening good quality products and goods and poor quality products and goods for management and handling of violations (if any).
Correct the production and trading of counterfeit, fake and poor quality goods that affect the quality of construction works and people's lives. Strengthen state management of the quality of imported construction materials and products, especially tiles, sanitary ceramics and construction glass; use quality control methods at the production source according to international practices.
