On June 29, Sam Son Ward People's Committee informed that the unit had just coordinated with the Vietnam Association of Administrative Science to evaluate the activities of local authorities at 2 levels.
Accordingly, after nearly a year of implementing the 2-level local government model, Sam Son ward has recorded many positive results.
From July 1, 2025, Sam Son ward was established on the basis of merging 7 old wards: Quang Tien, Bac Son, Quang Cu, Trung Son, Truong Son, Quang Tho and Quang Chau. After the merger, the ward quickly consolidated its organizational structure, stabilized the contingent of officials and civil servants and improved the quality of administrative procedure resolution, serving people and businesses.
According to Dr. Tran Anh Tuan - Chairman of the Vietnam Association of Administrative Sciences, former Deputy Minister of Home Affairs, the implementation of the 2-level model in Sam Son has been effective in management, administration, decentralization, delegation of power and improving the effectiveness and efficiency of local government activities. At the same time, departments, boards, and units in the ward have proactively coordinated, improved service quality, ensured stable operation, and effectively resolved work at both levels of government.
Besides the positive results, the Ward People's Committee also pointed out difficulties, including pressure on the number of staff, increased workload and increasingly high requirements for cadres and civil servants; the arrangement and use of personnel, budget allocation and settlement of administrative procedures still face some obstacles.
Sam Son Ward People's Committee said that opinions and recommendations from research agencies and from grassroots levels will be summarized and studied to advise competent agencies to improve mechanisms and policies, thereby improving the effectiveness and efficiency of management and administration, building a government close to the people, close to the people and serving the People better and better.
The effective operation of the 2-level government in Sam Son ward is assessed as an important step to streamline the apparatus, improve the capacity of cadres and civil servants, and meet the requirements of urban development and tourism services in the area.
