List of 6 projects in Hanoi with extended completion time for commencement conditions

Hanoi - On August 10, the City People's Council approved a Resolution on extending the implementation of 6 investment projects in the city.

The Resolution has decided to extend the time to complete the conditions for starting construction of works for 6 investment projects implemented under Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly in Hanoi City.

6 extended investment projects include:

- Investment project of Red River landscape boulevard in communes and wards: Hong Ha, O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Linh Nam, Thanh Tri, Nam Phu, Hong Van, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, Bat Trang.

- Hanoi International Sports Urban Area investment project in communes and wards: Thanh Liet, Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Tam Hung, Thanh Oai, Dan Hoa.

- Multi-purpose urban area investment project in communes: Thu Lam, Dong Anh.

- Multi-purpose urban area investment project in communes: Thien Loc, Phuc Thinh.

- FPT Digital Technology Park Urban Area investment project in Phu Dien, Tay Tuu wards.

- Investment project of the Elderly Health Care Medical Complex - Hanoi Medical University in Hoang Mai ward.

According to the Submission of the City People's Committee, 6 projects proposing to extend the deadline for completing the conditions for starting construction are large and important projects that have been allowed by the Hanoi City Party Committee Executive Committee to be implemented according to Resolution 258/2025/QH15.

Up to now, 6 months have passed from the date of commencement, but 6 projects have not completed procedures to ensure sufficient conditions for commencement of construction according to the provisions of the Construction Law.

These are large-scale projects, some projects are unprecedented, and in the process of implementation, many procedures must be completed, especially regarding planning to ensure compliance with the Master Plan of the Capital with a 100-year vision approved by the City People's Council in Resolution No. 03/NQ-HĐND dated March 28, 2026 and approved by the City People's Committee in Decision No. 2512/QD-UBND dated May 13, 2026.

Therefore, considering extending the term for the above projects is necessary, under the authority of the City People's Council, in accordance with Clause 6, Article 36 of the Capital Law No. 02/2026/QH16.

Appraising this content, the Urban Committee of the City People's Council requested the City People's Committee to explain and clarify the causes and specific responsibilities of relevant parties for each project; solutions to ensure implementation in accordance with regulations, meeting investment objectives, policies that the Central Government has created conditions for Hanoi; clearly propose the progress of implementing commencement items, associated with sufficient conditions for commencement according to the provisions of Clause 1, Article 48 of the 2025 Construction Law.

At the same time, the Urban Committee of the City People's Council requested the City People's Committee to provide additional explanations and clarify the responsibilities of each unit for the above-mentioned shortcomings, especially the guidance and urging of investors and investors to complete legal procedures; clarify the basis for adjusting the progress of each project, ensuring objectivity, compliance with regulations, as well as closely linking responsibilities with relevant departments and agencies; clarify the content of the extension, clearly showing the extension time to complete procedures to ensure sufficient conditions for commencement and clarify the responsibilities of each unit, department, and sector for each specific project.

The City People's Committee has issued an explanatory report clarifying the explanatory contents, and the extension of the deadline for completing the conditions for starting construction for 6 investment projects implemented under Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly in the city.

Following that, the City People's Council voted to pass the resolution.
