The project to renovate and repair a number of headquarters of the Party Committee, People's Council, and People's Committee of the commune to ensure the operation of the new communes after the arrangement of administrative units was approved by the People's Committee of Bao Yen district, the old Yen Bai province under Decision No. 1576/QD-UBND dated May 23, 2025.
This is a group C project with a total investment of 14 billion VND, invested by the Bao Yen Construction Investment Project Management Board (old Bao Yen District Construction Investment Project Management Board).
According to the investigation of Lao Dong Newspaper reporters at the National Bidding Network System, the Bao Yen Construction Investment Project Management Board has just announced the invitation for bidding for Package No. 03: Construction of the project.
The above package is in the field of construction and installation, widely bidding online, the value of the package is more than 12.3 billion VND from the provincial budget and land use fee revenue, increased revenue, and savings on district budget expenditures (old Bao Yen district); the package implementation period is 180 days.
In the coming time, after the investor approves the contractor selection results, the construction unit will renovate and repair the headquarters of the Party Committee, People's Council, and People's Committee in 7 communes: Thuong Ha, Xuan Hoa, Tan Duong, Minh Tan, Bao Ha, Nghia Do and Phuc Khanh of the former Bao Yen district.
According to Article 1 of Resolution 1673/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, regulating the arrangement of commune-level administrative units of Lao Cai province, communes in Bao Yen district, the old Yen Bai province are arranged as follows:
Arrange the entire natural area and population of Pho Rang town and Yen Son, Luong Son, and Xuan Thuong communes into a new commune called Bao Yen commune.
Arrange the entire natural area and population of Tan Tien, Vinh Yen and Nghia Do communes into a new commune called Nghia Do commune.
Arrange the entire natural area and population of Dien Quan, Minh Tan and Thuong Ha communes to become a new commune called Thuong Ha commune.
Arrange the entire natural area and population of Tan Duong and Xuan Hoa communes into a new commune called Xuan Hoa commune.
Arrange the entire natural area and population of Viet Tien commune and Phuc Khanh commune to form a new commune called Phuc Khanh commune.
Arrange the entire natural area and population of Kim Son, Cam Con, Tan An, Tan Thuong and Bao Ha communes into a new commune called Bao Ha commune.
Thus, the project will renovate and repair the headquarters of the Party Committee, People's Council, and People's Committee in the new communes including: Thuong Ha, Xuan Hoa, Bao Ha and Nghia Do.
The project is invested in renovation and upgrading to ensure stable and effective working conditions for the grassroots government in the new communes after the arrangement of administrative units.
At the same time, the investment will overcome the deterioration, lack of space and functionality of existing works, meeting the requirements of organizing the administrative apparatus according to the new scale of the area.
Along with that, contributing to improving the quality of service for the people, enhancing the effectiveness and efficiency of state management at the commune level, creating a favorable foundation for socio-economic development.
