On August 21, Mr. Tran Van Quan - Vice Chairman of the City People's Committee, worked with leaders of Gia Loc, Gia Phuc and Yet Kieu communes to inspect the investment preparation progress, site clearance (GPMB) to implement 5 resettlement area construction projects to serve the Lao Cai - Hanoi - Hai Phong railway project through the area.
According to the report, the railway line passing through Gia Loc commune is 6.1 km long, the road to Nam Hai Duong station is about 1.2 km long, the total area of reclaimed land is about 41.8 hectares. In the commune, there are two residential areas that must be resettled, including about 23 households in Cao Ly village and 54 households in Duc Dai 2 village (formerly residential area No. 8) and Chinh village; the project also affects 3 people's cemeteries.
In Gia Phuc commune, the route is about 1.8 km long, starting from the area over the Hanoi - Hai Phong expressway, ending at the area over the Dong Trang canal (adjacent to Tan Ky commune). The average width of land acquisition is about 45 m, the total area is about 8.1 hectares, including residential land, cultivated land, traffic land and water surface. About 45 households in Long Trang village were affected with more than 30 plots of land; the area of cemetery land affected was about 4,341 m2.
In Yet Kieu commune, the recovered land area is about 16.23 hectares, including land for planting trees, cemeteries, funeral homes, traffic land, and irrigation. There are about 310 households whose agricultural land has been recovered, about 92 households whose residential land has been recovered; 4 agencies and organizations affected include the People's Committee of Yet Kieu commune, Northern Power Company, yet Kieu commune kindergarten and pumping station.
The People's Committee of the commune has approved the detailed planning for the construction of a resettlement area in Hoang Kim and Van Do villages with an area of over 0.7 hectares; the resettlement area in Luong Xa and Huyen Bua villages has also been arranged and agreed on the planning.

At the meeting, leaders of the communes reported on the site clearance situation for resettlement projects, and at the same time raised difficulties, obstacles and reasons for slow progress.
Concluding the meeting, Mr. Tran Van Quan requested the communes to closely coordinate with departments, branches and the Tay Hai Phong Construction Investment Project Management Board to speed up the site clearance progress, striving to complete it in September.
The implementation process must be proactive, flexible, clearly defining tasks, times, and resolving problems; at the same time, speeding up the planning approval process, and fully prepare plans to promptly handle arising situations.
Previously, Mr. Tran Van Quan also worked with the People's Committee of Cam Giang commune on site clearance for the resettlement area project serving the railway project through this commune. According to the preliminary plan, the section through Cam Giang commune is about 1.77 km long, affecting about 170 households with recovered land and 50 graves that must be relocated, with a total recovered area of about 5.79 hectares.
