Accordingly, considering the proposal of the Department of Agriculture and Environment in the document dated December 8, 2025 on the arrangement of resettlement in the investment project to build technical infrastructure for the resettlement housing area to clear the land to implement the investment project to build provincial road 295B.
The Chairman of the People's Committee of Bac Ninh province requested the Tu Son Construction Project Management Board to be responsible for handing over the Investment Project for the construction of technical infrastructure for the resettlement housing area to clear the site for the investment project to build provincial road 295B to the People's Committee of Dong Nguyen ward and the People's Committee of Tam Son ward according to regulations.
At the same time, the People's Committee of Dong Nguyen Ward assigned the People's Committee of Tam Son Ward to coordinate with the People's Committee of Tam Son Ward to review cases of land being recovered at the project to renovate and upgrade DT295B road to arrange resettlement according to regulations.
After allocating resettlement land with land funds, Dong Nguyen Ward People's Committee and Tam Son Ward People's Committee are allowed to use the remaining plots of land according to the commune-level administrative unit to arrange resettlement for other projects or allocate land to individuals who are eligible for residential land without auctioning land use rights according to the provisions of the law on land.
According to the reporter's investigation, the provincial road project 295B (provincial road 295B) was invested in construction under the form of a BT contract, the investor is 295B Road Construction Company Limited. This is the first BT project in Bac Ninh province. The project is divided into 2 phases.
Phase 1, the section through the old Tu Son city, has a total investment of more than 342 billion VND, starting from November 2009. The implementation period is from November 29, 2009 - December 31, 2018 (9 years).
At this stage, the investor has completed the project and accepted it for use since December 2018.
Phase 2, the section from Le Thai To Street (old Bac Ninh city) to Dong Ngan Ward (old Tu Son city), with a total investment of nearly 1,224 billion VND, started construction in April 2011. The implementation period is from April 27, 2011 to December 31, 2020.
In phase 2, the investor has completed the sections that have been handed over and accepted for use since December 2017, but there are still problems with the site clearance at some points because many households have not received compensation.
The locality has held many meetings to discuss solutions to difficulties and problems to soon complete the project.
