Canceling hundreds of contracts, confiscating many social housing apartments
At the 8th session of the People's Council of Bac Ninh province, term XIX (December 10), delegates reflected on the situation of buying social housing for the wrong subjects and the appearance of policy profiteering. Responding to questions, Director of the Department of Construction of Bac Ninh province Nguyen Viet Hung said that in the past, the unit has strictly handled many violations of social housing policies.
Of which, hundreds of social housing purchase contracts have been canceled, many apartments have been revoked, in projects such as: Bac Tu Son Social Housing has revoked 54 apartments, Tan Hong Ward Social Housing has revoked 7 apartments, Khac Niem Ward Social Housing has revoked 9 apartments, and the social housing area for workers in Nenh town has canceled 95 contracts, etc. The Social Policy Bank has also revoked related preferential loans.
"We request the investor to remove the name, cancel the contract, coordinate to revoke the Certificate and thoroughly handle cases of policy profiteering," Mr. Hung emphasized.
Synchronously deploy solutions to prevent profiteering
To overcome the situation of buying and selling and using social housing for the wrong subjects, the Department has been synchronously implementing many groups of solutions. The processes, regulations, policies on subject review, social housing management sanctions, and the list of approved people will be publicly and transparently posted on the Electronic Information Portal for people to monitor.
The entire approval process is tightened according to the 2023 Housing Law and Decree 100/2024/ND-CP of the Government. Commune People's Committees, Commune Police and agencies and enterprises must closely assess, verify and be responsible before the law when signing the confirmation. In particular, investors of social housing projects are not allowed to receive documents through brokers and intermediaries; must carefully check each document, eliminate cases that are not suitable for the right subjects and do not meet the conditions.
The Department of Construction is building a database on social housing subjects, coordinating with population, land, tax, and insurance data, moving towards a comprehensive online review to prevent negativity. Inspection and examination work has been strengthened. In 2026, the Department of Construction, the Provincial Inspectorate and the People's Committees at the commune level will proactively develop a plan to inspect the purchase and sale of social housing.
