The Department of Home Affairs of Quang Ninh province has submitted a document to the People's Committee of Quang Ninh province requesting consideration and decision to issue a Resolution on policies to support travel conditions for cadres, civil servants, public employees and workers affected by the arrangement of commune-level administrative units.
According to the Department of Home Affairs of Quang Ninh province, through the report on the practical travel situation of cadres, civil servants, public employees, and workers in the whole province, due to the impact of the arrangement of commune-level administrative units and the change of working headquarters, travel costs are quite expensive; traveling on long routes takes more time, especially in mountainous areas, border areas, and islands, traffic is not convenient, posing a potential risk of insecurity, affecting daily life and work progress.
Some cadres, civil servants and public employees have applied for work transfer to favorable localities, inland or quit their jobs.
This is an issue that needs to be studied soon and appropriate support policies issued to ensure rights and create conditions for the team to work with peace of mind and complete their tasks in the post-merger period.
Subjects of application: Cadres, civil servants, public employees and workers working at Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations and public service units are affected and affected by the implementation of the arrangement of commune-level administrative units under the scope of regulation.
The proposed travel conditions support policy is calculated based on the distance from the permanent residence to the headquarters of the commune-level agency after the arrangement as follows:
From 10 km to less than 20 km: 1,000,000 VND/person/month. From 20 km to less than 30 km: 1,500,000 VND/person/month. From 30 km to less than 40 km: 2,000,000 VND/person/month. From 40 km or more: 3,000,000 VND/person/month;
Cadres, civil servants, public employees, and workers with permanent addresses in the island communes of Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen in the old Van Don district and Thanh Lan commune in the old Co To district, after the reorganization of the apparatus working at the headquarters (headquartered in the mainland) of departments, offices, and units in the Van Don and Co To Special Zones (including cadres, civil servants, public employees, and workers working at the Working Groups according to the Decisions of the People's Committee of the special zone): VND 3,000,000/person/month.
The support period is implemented from the effective date of the Resolution. Support form: paid with the same monthly salary according to the actual working time of cadres, civil servants, public employees and workers at the administrative center of the commune-level administrative unit.
It is expected that the Resolution will be submitted by the People's Committee of Quang Ninh province to the People's Council of Quang Ninh province for consideration and approval at the October 2025 session according to a shortened process and procedure.
According to the Department of Home Affairs of Quang Ninh province, through screening, the number of cadres, civil servants, and workers with a distance from their permanent or temporary residence to their workplace of 10km or more is 1,175 people. These people mainly travel by motorbike, personal car, passenger car, train, boat, with travel costs ranging from 500,000 VND to 7,000,000 VND/month/person. The total estimated cost of travel support for subjects above is 19.2 billion VND per year.
