The Hanoi People's Committee has just issued an official dispatch directing the resolution and handling of the consequences of the fire at a temporary shelter on agricultural land in Van Giap village, Thuong Tin commune.
Official dispatch sent to Directors of Departments and branches: City Police, Construction, Agriculture and Environment, Health; Chairman of Thuong Tin Commune People's Committee; Chairman of Commune People's Committees.
According to the document, at 4:43 a.m. on September 16, a fire broke out at a temporary mechanical factory shelter - Van Giap village, Thuong Tin commune, killing 4 people.
To promptly overcome the consequences of the above fire, the Chairman of the City People's Committee directed the Director of the City Police to preside over and coordinate with the Chairman of the People's Committee of Thuong Tin Commune and related units to focus on overcoming the consequences, urgently investigating, clarifying the cause of the fire, clarifying the responsibilities of organizations and individuals and handling them according to the provisions of law.
The Department of Health, the Chairman of the People's Committee of Thuong Tin Commune and related units will visit, organize training, provide material and spiritual support to the victim's family according to regulations; based on assigned functions and tasks, ensure environmental sanitation in the area where the fire occurred; report to the Chairman of the City People's Committee to direct contents beyond their authority.
The Department of Agriculture and Environment shall preside over and coordinate with the Department of Construction to direct, inspect and urge the People's Committees of communes and wards to thoroughly handle temporary shelters and illegal construction facilities on agricultural land, project land, forest protection corridors, dykes, and power grids according to Directive No. 14/CT-UBND dated August 25, 2022 of the Chairman of the City People's Committee.
The People's Committees of communes and wards continue to resolutely and effectively and synchronously implement fire prevention and fighting and search and rescue work by locality and field; continue to closely follow the goals, requirements, deploy and effectively implement the Resolutions, Directives and Conclusions of the Party, Government, City Party Committee, People's Council and City People's Committee on fire prevention and fighting and search and rescue.
Continue to promote the dissemination of fire prevention and fighting and rescue knowledge; in particular, focusing on propaganda, guidance, inspection and urging facilities to declare, collect information and data on fire prevention and fighting, install fire alarm transmission equipment at facilities under the management of fire prevention and fighting and integrate and connect with the Database system on fire prevention and fighting and rescue.
Propaganda, 100% of households are equipped with and installed with early fire warning systems, fire extinguishers, opening second emergency exits, equipping tools and means for escape (faces, elevators, etc.).

Regarding the fire, Hanoi City Police said that the fire broke out at a house with a temporary structure of a steel frame and corrugated iron roof, about 5m high with a floor area of about 90m2, with an emergency escape; an illegal construction on agricultural land in Thuong Tin commune.
Call Center 114 of the City Police Command Information Center received a fire report at 4:40 a.m. on September 16. At about 5:30 a.m. the same day, the fire was completely extinguished.
During the fire fighting, the authorities discovered 4 dead victims and handed them over to the medical team.
The 4 people were identified as family members, including a wife and 2 young children.
